- PWS for METST Sources Sought - RFI # 1605DC-17-N-00007 SOURCES SOUGHT NOTICE Monitoring and Evaluation Technical Support Services and Training (METST) United States Department of Labor (DOL) International Labor Affairs Bureau (ILAB) Request for Information (RFI) Number: 1605DC-17-N-00007 Brief description: Sources Sought issued for the procurement of Contractor services to provide Monitoring and Evaluation (M&E) Technical Support Services and Training to support the Department of Labor (DOL) Bureau of International Labor Affairs (ILAB) Office of Trade and Labor Affairs (OTLA). Please refer to the attached Performance Work Statement (PWS) for additional information related to the requirement. The Contractor will also be required to travel internationally and potentially to Washington, DC. This Sources Sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this Sources Sought announcement. The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM) Office of Procurement Services (OPS), on behalf of the Bureau of International Labor Affairs (ILAB) Office of Trade and Labor Affairs (OTLA), intends to procure Contractor services to provide Monitoring and Evaluation Technical Support Services and Training (METST) using Small Business Set-Aside Procedures in accordance with FAR Part 19, or under Full and Open Competitive Procedures. If at least two (2) small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 2:00 PM EST, October 16, 2017, the requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two (2) responsible small business concerns in accordance with FAR Part 19 by the response date, or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under Full and Open Competitive Procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS Code 541611 with a size standard of $15 Million are encouraged to submit their capability packages. The capability packages for this Sources Sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Performance Work Statement (PWS). Capability packages must not exceed 25 pages and must be submitted electronically. All Contractor questions must be submitted no later than 2:00 PM EST, October 06, 2017. Small business concerns are to outline their experiences in the following: 1. Please demonstrate with specific examples that your organization has a minimum of 5 or more years' experience applying rigorous methodologies in qualitative and quantitative data collection and analysis relating to the Monitoring and Evaluation of international development projects. The areas of application that must be addressed include but are not limited to the following: • Quantitative household surveys or sector-based surveys (such as child labor or agriculture), experimental and quasi-experimental impact evaluations, qualitative research, quantitative and qualitative data analysis. 2. Please demonstrate that your organization has a minimum of 5 or more years' experience conducting rigorous external, independent and unbiased evaluations (such as performance or implementation evaluations) and data quality assessments (such as data quality audits). 3. Please demonstrate that your organization has staff, or can access appropriately qualified Consultants, with strong monitoring and evaluation expertise, proven facilitation and training skills, and a track record of working in a participatory manner on monitoring and evaluation-related work including monitoring and evaluation-related training and development of M&E frameworks (e.g., development of theory of change, results frameworks and performance monitoring plans) with diverse groups of people from different backgrounds in an international context. 4. Please demonstrate that your organization currently has an active staffing pool of monitoring and evaluation experts with appropriate geographic and language expertise and experience. Specifically: a. What is the composition of the staffing pool between in house employees and external consultants? b. What is your organization's or staffing pool's experience working in Latin America and the Caribbean, Africa, Asia, Middle East, North Africa, and Europe? c. Please state the representative languages your staffing pool has, with a proficiency level that allows them to work in these languages internationally in monitoring and evaluation-related work. 5. Please describe experience that demonstrates your organization has the capacity to handle multiple requirements in multiple countries at the same time, and/or with potential overlapping time frames of requirements, and that your organization is able to cover the upfront cost for this work while it is being performed. SPECIAL NOTES: 1. Areas or tasks where a Contractor does not have prior experience should be annotated as such. 2. "Teaming" is encouraged. See Federal Acquisition Regulation (FAR) Subpart 9.6-Contractor Team Arrangements, and FAR 52.219-14-Limitations on Subcontracting (2011). To assist us in maintaining a list of interested small business concerns for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to James Johnson for this procurement. The Government anticipates awarding a Multiple Award, Firm Fixed Price (FFP) Blanket Purchase Agreement. The anticipated period of performance will be for five (5) one (1) year Ordering Periods.
