Description
The U.S. Environmental Protection Agency (EPA), Region 9, has a requirement to construct and improve an approximate 1-mile of road that provides access to MESA V in Cove, AZ on the Navajo Nation. The upgrades will improve the access and safety conditions of the MESA V road to the minimum standards for a durable and safe low-volume, low-weight roadway to the rest of the existing access roads. The road is classified as limited/restricted use access road on mountainous terrain. Immediate improvements to the MESA V access road are required for additional EPA site assessments. Therefore, in order not to impact all program activities in the Cove area, construction of the road must be completed early in the 2018 field season. The MESA V access road is a major entry point for Cove Area and road improvements to MESA V is the first priority for USEPA ¿s Removal Site Evaluation under the Navajo Abandoned Uranium Mine program. In 2014, the United States entered into a historic legal settlement that provided almost $1 billion to investigate and clean up approximately 50 uranium mines on or near the Navajo Nation that were operated by Kerr-McGee Corporation and its successor, Tronox. Approximately 32 of these mines are in the Cove/Lukachukai area. The draft specifications and design are attached to this notice. EPA anticipates the award of a total small business set aside, firm fixed price construction contract with a 60-day period of performance. The NAICS code is 237310 with a small business size standard of $36.5 Million. It is anticipated the Request for Proposals (RFP) will be issued on or about October 11, 2017. Proposals will be due approximately 30 days after the RFP issue date. A site visit is tentatively scheduled for October 20, 2017. Final details about the site visit will be posted with the RFP. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 15, Contracting by Negotiation. All responsible small business sources categorized under the stated NAICS Code may submit a proposal which shall be considered by the Agency. Notices or any modifications to this procurement announcement, including the Requests for Proposals and any amendments, will be posted using the FedConnect web portal. All interested parties who believe they can provide the required services in accordance with the attached specifications must register with FedConnect at www.fedconnect.net/FedConnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA ¿s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
