- This Notice of Intent is provided to advise that the Government intends to Sole Source a contractual action via a Firm-Fixed-Price contract to the SDVOSB A/E firm Calvin L. Hinz Architects (CLH). The purpose of this action is to redesign Minor Project 636-122 Mental Health Outpatient Clinic due to within scope design changes from the original design. The new requirements for the Mental Health Outpatient design will reflect a facility reprogram and redesign downsized from a 29,140 Building Gross Square Feet to 18,000 Building Gross Square Feet. This procurement will be made under Other Than Full and Open Competition as authorized by the Federal Acquisition Regulation, FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and statutory authority permitting other than full and open competition. In addition, this procurement will be permitted by 819.7007 Sole source awards to a verified service-disabled veteran-owned small business. CLH has the experience and technical/knowledge to continue to perform this critical design. The 95% Construction Documents were completed by CLH Architects for the original design of this project. CLH is a SDVOSB and the original award was competed on the NCO 23 IDIQ. The new requirements can utilize the 95% design documents of the original design. Being able to use the 95% design documents will eliminate duplication of design and construction documentation costs and eliminate excessive time in development of the re-design/scope changes of this project. The contract to redesign is anticipated to be awarded within the next 30 to 60 days. This is a notice of intent of a sole source contract and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that VA should not pursue this sole source procurement with the SDVOSB A/E firm Calvin L. Hinz Architects, then they should submit information by 10:00 am CST on October 8, 2017 to Antonio.Vargus@va.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
