- 1. DESCRIPTION On behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), the Army Contracting Command (ACC) Orlando is issuing this synopsis IAW the requirement at FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Government intends to award a contract for the Close Combat Tactical Trainer (CCTT) Manned Module Modernization (M3). The Government intends to issue a Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost no Fee, and Fixed-Price-Incentive (Successive Targets) Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract, awarded to a single offeror on a Best Value/ Trade-off basis. The period of performance (PoP) will be 5 years and will have an ordering period not to exceed 5 years, which may be issued up to the last day of the Basic IDIQ PoP. This procurement is a Full and Open Competition (FO&C) under the North American Industry Classification System code 333318. The solicitation for this procurement will be posted to the Federal Business Opportunities website on or about 13 October 2017. 2. BACKGROUND The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) has a requirement to maintain concurrency with tactical vehicle platforms and to manage obsolescence for the CCTT and Reconfigurable Vehicle Tactical Trainer (RVTT) systems. The CCTT and RVTT provides mounted and dismounted leaders with a virtual training simulator, which will emulate selected combat and tactical vehicles of combat, combat support, and combat service support. The trainers shall provide crew members the ability to see the battlefield in 3-dimensions (3D) from their crew position point of view, maneuver on the battlefield, utilize weapon systems and communicate via simulated communication (voice and digital) systems to other leaders/crew members within the exercise. The CCTT program is composed of two subsystems, the CCTT and the RVTT. The CCTT system includes full fidelity simulators of multiple variants of the M1 Abrams Main Battle Tank and the M2 Bradley Fighting Vehicle. The RVTT system includes medium fidelity virtual simulators for select combat and tactical wheeled vehicles, to include the High Mobility Multipurpose Wheeled Vehicle (HMMWV) and Heavy Expanded Mobility Tactical Truck (HEMMT). For the purposes of this document, the term CCTT shall heretofore be inclusive of both the "CCTT" and "RVTT" systems. When the term RVTT is utilized directly, this implies that the requirement is specific to that subsystem only. 3. PROGRAM REQUIREMENT The CCTT M3 requirement will result in a modern, sustainable hardware and software system, based on relevant computing technologies and design approaches, while meeting all existing functional requirements in the performance specification. The overriding goal of this effort is to increase sustainability, reduce the hardware footprint, diminish complexity, improve cybersecurity, and prepare the system for future Army simulation architectures. To reach these goals, the Government will require the use of mature, modern Commercial-Off-The-Shelf (COTS) hardware and software technologies. This effort will include concurrency upgrade for both Abrams and Bradley modules as well as address requirements to provide a CCTT based training capability for the Joint Light Tactical Vehicle (JLTV) and Armored Multi Personnel Vehicle (AMPV). 4.
