- We have some big news to share with you regarding Multiple Award Schedule 75 (MAS 75) - we now anticipate that MAS 75 will be open to new offerors in the first quarter of fiscal year (FY) 2018. Your feedback was taken into consideration in forming the final strategy for reopening MAS 75 and we believe GSA has come up with a final plan that benefits our stakeholders, customers and industry partners. It’s gone through several iterations during the past fiscal year, but our current strategy will increase opportunities for small business and increase value for customers with more favorable terms and conditions. Two new enhanced Special Item Number (SINs), known as Office Supplies Fourth Generation (OS4) for Office Products & Services will be added to the Schedule. Serving as the next generation of the Federal Strategic Sourcing Initiative for Office Supplies (FSSI OS) solution, OS4 will incorporate all of the Best In Class (BIC) features of OS3, while also integrating the robust structure of MAS 75. GSA’s lessons learned in FSSI OS3 have gone into the creation of OS4. Combining the attributes of MAS 75 and the FSSI OS3 solutions into a single acquisition solution will allow us to reduce contract duplication and improve efficiencies, resulting in increased market share, reduced program leakage and improved customer satisfaction. The reopening of MAS 75 and the addition of the new enhanced SINs, aka OS4, will meet the goals of GSA’s Federal Acquisition Service by: ● Refreshing and expanding a competitive pool of qualified vendors ● Increasing opportunity for Small Business participation ● Improving customer value on MAS 75 by offering more favorable terms/conditions and savings ● Increasing OCONUS (overseas) utilization MAS 75 SINs being reopened: ● SIN 75-200 for Office Products with updated Requirements ● SIN 75-85 for Restroom Products with a new Letter of Supply ● SIN 75-210 for Office Services with no changes MAS 75 newly established Enhanced SINs mirroring the attributes of the FSSI OS3 solution: ● SIN 75-220 – Enhanced SIN for Office Products & Services/OS4 ● SIN 75-280 – Enhanced SIN For Overseas Office Products & Services /OS4 For more detailed strategy information, please see the Leading Statement PDF attachment.
