Description
This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for Site Swale and Sidewalk Drains. The primary purpose of this project is to repair damages to infrastructure at WSMR caused by flooding on 28 July, 2017. The specific tasks that shall be required for the proposed repairs are listed and described in the following. Complete descriptions and guidelines related to each task are contained in the New Mexico Department of Transportation (NMDOT) Standard Specifications for Highway and Bridge Construction 2014 Edition. a. Demolition 1.Clearing and Grubbing: This work consists of clearing, grubbing, scalping, removing, and disposing of vegetation, sedimentation and debris. This work also includes protecting vegetation designated to remain and removal or control of all State-listed noxious weed species identified in the contract. Scalping includes the removal of material such as brush, roots, sod, stumps, and the residue of agricultural crops. 2.Portland Cement Concrete (PCC) Removal: This work consists of removing portions of PCC sidewalk as designated on the project exhibit. Locate and remove any loose, spalled, deteriorated, and delaminated concrete, stone, or other substrate caused during the removal process. Do not damage areas of sound concrete or reinforcing steel not-to-be removed during operations. b.New Construction 1. Excavation, Borrow, and Embankment: This Work consists of performing excavation, providing borrow, constructing embankment, hauling, disposing, placing, and compacting materials. 2.Excavation and Backfill for Culverts and Minor Structures: This work consists of excavating, placing, compacting select backfill, and disposing of material related to construction of box and pipe culverts, storm drains, cattle guards, and other drainage structures. Excavation includes dewatering, pumping, bailing draining, sheeting, bracing, and incidentals required for proper execution of the work. Ditches required at culvert inlets and outlets, and other locations indicated in the plans and/or exhibits are included under general notes for unclassified excavation. 3.Subgrade Preparation: This work consists of compacting and finishing the subgrade. 4.Linear Grading, Blading and Reshaping: This work consists of constructing, or restoring and shaping roadbeds, side ditches, and drainage areas to match existing and/or specified grade and typical sections. 5.Rip-Rap Placement: This work consists of placing rip-rap as an erosion control structure. 6.Erosion Control Geotextile: This work consists of placing erosion control geotextiles between erosion control Structures (i.e. rip-rap) and the in situ soil to prevent soil loss resulting in excessive scour and to mitigate hydraulic uplift pressures that may cause instability of an erosion control structure. 7.Portland cement Concrete (PCC): This work also consists of developing, submitting and getting approval to use PCC mix designs on WSMR Projects. This work also consists of placing Type V Portland Cement Concrete (PCC) for construction of concrete structures. 8. Sidewalks, Drive Pads, and Concrete Median Pavement: This work consists of constructing Sidewalks, drive pads, detectable warning surfaces, and concrete median pavement in accordance with NMDOT Standard Specifications for Highway and Bridge Construction 2014 Edition and the Americans with Disabilities Act of 1990. 9.Sealing and Resealing Concrete Pavement Joints: This work consists of cleaning, priming, and sealing concrete pavement joints. This work also consists of removing joint sealant, sawing, cleaning, priming, and resealing joints. Seal only joints between adjacent PCC surfaces.
