- Limited Sources Justification for 6-month extension to HSHQDC-12-F-00160 In accordance with FAR 8.406(a)(1)(i)(B), following an analysis of DNDO's current requirements as they are being met under HSHQDC-12-F-00160 by PotomacWave Consulting, Inc., it has been determined that they are the only one source capable of providing the required program and financial management services. The execution of a limited sources extension is required in order to ensure that DNDO COS has continued contractor support in the areas of programmatic and financial management. The support currently being provided by the incumbent will be critical to the continued success in DNDO COS' execution of the DHS mission. In addition, the incumbent currently holds the requisite security clearances, suitability, and personnel on-site necessary for continued support while the merger is being conducted, the incumbent's familiarity and experience with DNDO's financial system and its nuances and complexities will alleviate the substantial risk of contractor non-performance that would be present were a new contractor to be brought on board without sufficient transition time. Due to the ongoing challenges that have been presented by DNDO's current financial system since its integration, it is critical that DNDO retain the experience and knowledge base of the incumbent until a recompete can occur. The re-compete effort is in process and award is anticipated in February 2018 under the Program Management, Administrative, Operations (Clerical), and Technical Services II (PACTS II) Strategic Sourcing vehicle. More so, attempting to competitively award a new task order prior to the current expiration of task order HSHQDC-12-F-00160, September 27, 2017, would result in a lapse in essential services provided under the current task order by the incumbent and would present substantial risk to the DNDO through the loss of essential support services. Further, any awardee other than the incumbent would be required to obtain t he cognizant security clearances, suitabilities, cyber hygiene, and review by the Chief Information Officer (CIO) which, based on the median time it has taken contractors to obtain the necessary clearances and suitabilities for efforts under DNDO, would veritably result in an minimum delay of 60 days from the time of award to full performance by the contractor.
