- Future Current Modification #1: Please note the following questions have been answered and supporting documents attached: Q. We note that the RFP provides an expected duration of 10 months for strategy and plan development that will be followed by training on analytical methodologies, technologies and systems that will last three months. Given that Page 4 provides the completion date for the Technical Assistance is December 31, 2018, we would ask for clarification on the expected overall duration of the project and anticipated commencement date to allow for this time frame. We certainly anticipate it is possible that the TA and training can be simultaneously undertaken, however the wording of the RFP does not lend itself to this interpretation. A. The estimated completion date cited in the Agreement of Understanding (Grant Agreement) was merely an estimate. USTDA will amend this date to reflect the projected timeline for the project once an award has been made for the grant. Q. We note that the Award Criteria allocates 20 points to Terminal Development and Relocation although the subject is only mentioned as a sub-activity under Task 6 in the Terms of Reference. Please clarify the expected extent of the terminal development and relocation analysis, as well as whether a likely site has been identified for the terminal construction, if so required. If such a site has been identified we request that all information on this be provided with the other data on physical characteristics of CGH per Tabel 2(c)(i) in the Terms of Reference. A. The objective of Task 3 is to define investment strategies/development scenarios, including consideration of up to three long-term demand scenarios for analysis. Task 3 also requires an analysis and evaluation of investment strategies/development scenarios, including a preliminary estimate of costs and a schedule of investments by 5 and 10 year periods to handle the projected demand. The Improvement Plan to be developed at the end of the technical assistance is intended to define not only short term safety oriented improvements but also a long-term investment program to accommodate growth in flights and passengers handled under various sustainable growth scenarios at Congonhas Airport. Terminal Development or Redevelopment must be within the existing airport boundaries. Some prior terminal options have been considered, but there is no approved concept, plan or program. The technical assistance will address the current situation and the situation foreseen in the Master Plan according to the aspects listed in table 2 (c) (i), verifying whether the proposed alternative from an operational safety point of view is financially advantageous and guarantees equivalent levels of safety required by ANAC regulations and Annex 14. If it is financially disadvantageous or impacts safety, the U.S. Firm shall propose solutions based on operational safety and the financial impact. As requested, additional information is attached under the file SBSP - situação atual - Áreas de Segurança - Minuta which details the current situation and the file SBSP-Implantação Final - Minuta, which contains the details for future implementation. Q. We understand from the Terms of Reference that the final version of the Aeronautical Analysis and the Final Report shall be submitted in English and Portuguese, whereas all other deliverables, reports and technical reports are to be submitted only in English. So that we may account for project costs, we request clarification on whether all reports may be submitted electronically, or must also be delivered in hard copy. A. The draft reports may be sent via email, but the final report must be delivered in hard copy. Q. We noted that the RFP asks for not more than six project references from the Offeror and any subcontractor. We would request clarification whether this is up to six total project references for the Offeror and subcontractors, or up to six for the Offeror and each Subcontractor. A. Up to six project references may be provided for the Offeror and up to six project references may be provided for each Subcontractor provided they are for different projects. There is no need to have more than one reference for the same project, i.e. if both the Offeror and Subcontractor worked on the same project.
