- The Global Tires Program (GTP) requirement is for tire supply and associated supply chain management support for the Defense Logistics Agency's (DLA) aircraft and ground tires. The supply chain management support to be priced under this solicitation are for the attached 373 NSNs subject to the GTP which are identified under one of the following Federal Supply Classes (FSCs): 2610, 2620 and 2630. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The GTP, will utilize a Fixed Price Requirements contract that outlines supply chain management support for DLA managed tires (see Attachment 3) for a 10 year period of performance; this includes up to a four-month (4-month) implementation period, a five-year (5-year) base period and two (2), two-year (2-year) option periods, plus four (4), two-month (2-month) option periods in the GTP contract exit phase to be exercised at the discretion of the Government. The North American Industry Classification System (NAICS) code utilized for the GTP acquisition will be 493190 "Other Warehousing and Storage. This industry comprises establishments primarily engaged in the warehousing and storage facilities. This NAICS code accurately portrays the intent of GTP responsibilities for storage, warehouse, management, operations, and distribution of tires. Per the U.S. Small Business Administration, the size standards in millions of dollars is $27.5 in annual receipts. Current estimated annual demand quantities, delivery requirement timeframes, FOB, and Inspection and Acceptance requirements will be listed in the RFP. All responsible sources may submit a proposal which shall be considered by the agency. Subject acquisition is a best value trade-off source selection.
