Description
DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 07482, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the buyer directly. Any responsible source may submit a capability statement and proposal which shall be considered by the agency. The agency intends to award a subsumable contract in accordance with the general terms and conditions for the proposed Captains of Industry Supplier Capability Contract issued under solicitation number SPE4A2-17-R-0022. The letter RFP will be issued for the purpose of acquiring engine module remanufacture and engineering support, which will include requirements for workload augmentation and delivery of remanufactured F118-101 Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs), ensuring components are remanufactured as nearly as possible to original life expectancy consistent with Air Force (AF) requirements, provide technical and engineering support for the sustainment of the F118-101 system and associated hardware, and potentially accept, test, preserve and ship engines to the designated location(s) in a timely manner utilizing applicable technical data. The agency does not currently have specifications, plans or drawings relating to the procurement described and cannot be furnished by the Government. The only approved source for this requirement is General Electric Company, CAGE 07482. Any responsible source, other than the approved source, who would like to submit a proposal for this requirement, must submit a complete source approval package (SAR). This solicitation is for award of a firm fixed price contract under FAR Part 12 for commercial acquisitions. The solicitation is for a base period of five (5) years with a potential option period of three (3) years plus an additional potential option period of two (2) years. The total period of performance shall not exceed ten (10) years. The anticipated solicitation issue date is September 29, 2017. The anticipated response date is October 30, 2017.
