- This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. Responses to this sources sought notice will be used to assist in determining a procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. This notice is not a request for proposal or invitation for bid and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $250,000 and $500,000. This procurement will require 100% performance and payment bonds. Work is located at Derby Diversion Dam located on the Truckee River approximately 20 miles east of Reno, Nevada, in Storey and Washoe counties. The principal components of work are as follows: A. Remove one operator stem from actuator pedestal and unthread from nut. B. Inspect, document, and submit condition of existing bulkhead plates, gate guides, and rubber seats. C. Factory test operator stem and drive nut to verify technical characteristics. D. Furnish an electronically controlled oiler, two sewn round bellows to cover the operator stem below the operator deck, and two sets of sewn round bellows and riser to cover the operator stem above the operator deck E. Replace two sets of actuator drive nuts in existing actuators. F. Design a modification of existing 8x10 foot bulkhead to make equal to existing 8x12 foot bulkhead, a lifting bracket to install gate leaves, an attachment method of oiler, and an attachment method of sewn round bellows for both above and below the operator deck. G. Modify existing 8x10 foot bulkhead to make equal to existing 8x12 foot bulkhead. H. Machine and repair two sets of existing gate guides. I. Fabricate two sets of slide gate leaves and stem guide brackets, two gate stems and couplings, and a lifting bracket to install gate leaves. J. Coat two sets of existing gate guides, and two sets of slide gate leaves and stem guide brackets. K. Install two sets of slide gate leaves, stems, and peripheral equipment. L. Remove existing bulkheads in gate bays 10 and 11. M. Test new gates. Interested parties shall include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, Small Business classification (Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, 8a, HUBZone, Service-Disabled Veteran-Owned Small Business etc.), and a point of contact; (b) A positive statement of your intention to submit an offer/bid for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers for similar scope and complexity turnkey projects completed or substantially completed within the last five years. Detail collaboration efforts and role of interested party and collaborating manufacturers, designers and subcontractors. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work.
