- This Amendment issued for presoliciation notice W5J9CQ-17-R-RF15. The Army Geospatial Center Contracting Office anticipates issuing Solicitation W5J9CQ-18-R-0001 for the Foreign Military Sales Support to Canadian Forces Warfare Center (CFWF). This requirement will be set-aside for small business. Point of Contact for this requirement will be Victoria Floyd, email victoria.d.floyd@usace.army.mil. 1. General. a. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This request for information does not commit the Government to contract for any supply or service. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. b. This RFIs issued for Market Research purposes only. The North American Classification Systems code 541512 Computer Systems Design Services, with a size standard of $27.5M, will be utilized for this requirement. 2. Responding to this RFI. Respondents shall address all requirements in this RFI. Omission/lack of compliance with the requirements of this RFI qualify the submission as Non-Responsive. Responders' Capability Statements shall have a maximum of 15 pages and shall include the following general information: a. Company name and address; b. Federalcontracts point of contact information including name, phone number and email address; c. Summary description of the company; i. Core Capabilities; ii. Description of major services offered; iii. Federal Small Business Certifications; iv. Federal Contract Vehicles in which the firm participates; and v. Major Clients (list the most important), Commercial and Government. d. NAICS Codes; e. Partners and major subcontractors; f. Staff clearances and certifications; g. General Company information, including: i. Registered company name; ii. DBA; iii. Year of incorporation; iv. State of incorporation; v. Corporation type; vi. D-U-N-S Number; and vii. CAGE Code. 3. Specific Requirements for Technical Capability Statements. If you feel your firm possesses the ability to provide the requirements specified in the draft PWS, then you must respond by demonstrating your firm's technical capability. Technical capability statements must demonstrate recent and relevant experience in the last 3 years performing services of similar size and scope; this work will be perform at the TS/SCI level. Much of the work will be performed at Canadian Government facilities in Ottawa, Canada therefore SPOT/LOA tracking will be required. You must indicate the amount of time required to assume full responsibility of the requirements. Technical Capability statements shall, at a minimum, address the following requirements: a. Operational Concept Development and Integrated C4ISR System Design; b. C4ISR System and Virtual Environment Integration and Execution of Experiment Events; c. Analysis and Optimization of Experimentation Infrastructure; d. Training; e. CFWC Maintenance and Support; and f. Scientific and Management Support. 4. Response Submission Deadline. Reponses to this RFI must be submitted no later than 0900 on Friday, May 26, 2017. RFI submissions will be accepted electronically by Parrish F.
