- SOURCES SOUGHT NOTICE The Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Pearl Harbor is issuing this sources sought notice as a means of conducting market research to identify parties having the resources to support the following requirements: Naval Facilities Engineering Command (NAVFAC) Hawaii requires Hawaii State Mix V Hot Mix Asphalt (HMA) to repair, fill potholes and create surfaces for vehicle roadways use throughout Joint Base Pearl Harbor (JBPHH) and outlying areas including but not limited to Pearl Harbor Naval Shipyard (PHNSY), Barbers Point, West Loch Naval Ammunition Depot, Lualualei U.S. Naval Magazine, Kaneohe Marine Corps Base and any other NAVFAC affiliate location in the State of Hawaii. Under a proposed Blanket Purchase Agreement (BPA), the contractor will be required to produce HMA for either delivery, pick up, or a combination of both. For pick up orders, the contractor should be capable of producing HMA to be picked up by government personnel within one (1) hour of each order placed. For delivery of HMA, the contractor should be capable of producing and delivering HMA within five (5) to seven (7) calendar days from order placement to the locations noted above. Ordering hours are between 0700 to 1530 Monday through Saturday except for federal holidays. Locations for delivery will require secured base access; the contractor must have delivery capability and secured base access, or the ability to obtain secure base access. The estimated quantities to be procured are 4,000 tons of HMA per year delivered, and 1,400 tons of HMA to be picked up per year by government personnel. Historical data indicates that pick up orders are frequently placed for small quantities between 1 and 10 tons with an average of 3-4 orders per week with moderately frequent demand spikes of 5 or more orders per week. Historical delivery quantities between 7 and 180 tons are approximately every 2 weeks with infrequent spikes for large paving jobs, the largest recent order was 385 tons. The results of this market research will assist in determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 324121 “Asphalt Paving Mixture and Block Manufacturing. The SBA size standard for this NAICS code is 500 employees. Companies with up to 500 employees will be considered as a small business under this acquisition. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is voluntary; the government assumes no financial responsibility for any costs incurred. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION PROCEDURES.
