Description
Pre-Solicitation Notice ONLY: The South Texas Veterans Health Care System (STVHCS), Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to Upgrade Fire Suppression System; Project No. 671-15-103, located at the Audie L. Murphy Veterans Affairs Medical Center, 7400 Merton Minter, San Antonio, TX 78229. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an anticipated approximate issue date of October 20, 2017 and a projected bid due date of November 28, 2017. Project consists of, but is not limited to; Contractor shall provide all necessary labor, materials, equipment, tooling, and supervision to perform all requirements of the resulting contract. The project includes, but is not limited to the following; contractor shall furnish all labor, materials, tooling, equipment, supervision to Upgrade Fire Suppression System located at the Audie L. Murphy VAMC. GENERAL REQUIREMENTS A site visit will be conducted at 7400 Merton Minter, Engineering Dept.-Ground Level, San Antonio, Texas 78229. 1.1 SAFETY REQUIREMENTS Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements. 1.2 GENERAL INTENTION A. Contractor shall completely prepare site for building operations, including demolition and removal of existing work, and furnish labor and materials and perform work for FIRE SUPPRESSION SYSTEM CONSTRUCTION as required by drawings and specifications. B. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer. C. Offices of Oculus Inc., as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative. D. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA 11-01-15 01 00 00 -2 police, be identified by project and employer, and restricted from unauthorized access. 1.3 STATEMENT OF BID ITEM(S) A. ITEM I, Fire Suppression System Modifications Fire Pump: Work includes demolition of existing fire pump, concrete pads, control panel, fire piping and sprinklers. New work includes installation of a new fire pump, jockey pump control panels and related equipment; new piping, connectors, testing header; modification and addition of existing sprinklers and all labor, material, equipment and supervision to perform the required fire pump construction work on this project. ITEM II, Fire Suppression System Modifications Electrical Work: Work includes demolition of existing fire alarm controller, conduit and conductors and all labor, material, equipment and supervision to perform the required electrical construction work on this project. Project duration shall be 180 calendar days from issuance of the Notice to Proceed (NTP). This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS code is 238220, $15.0 Mil. The magnitude of the construction estimated cost range: $250,000.00 - $500,000.00.
