Please note this is a DRAFT RFP. It does NOT constitute a final RFP, or serve to bind the Government in any way. As such, any terms and conditions contained herein or provided as an attachment or accompanying document, to include the requirements are subject to change. Offerors will not be reimbursed for costs associated with reviewing and preparing comments in response to this draft RFP. The USG requests that initial questions and comments to the draft RFP be provided by 16 Oct 2017 and in the attached format titled, Draft RFP-RFI Template. To ensure fairness to all interested contractors, all questions received will be responded to publicly, so contractors receive the same information and receive the information simultaneously. As such, contractors are cautioned not to include any information in their question(s) that they would not want disseminated publicly. The USG will not respond to any questions that are marked proprietary or private. Additionally the USG will accept white papers that are no longer than five pages in length.
