Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This Sources Sought Notice is published for market research purposes only. Naval Engineering and Expeditionary Warfare Center (EXWC) Mobile Utilities Support Equipment (MUSE) Division, Port Hueneme, California is seeking certified 8(a), HUBZONE Small Business, Service Disabled Veteran, Veteran, Woman, and Small Businesses Owned sources to provide equipment procurement, overhaul, renovation, alterations and repair of generators, alternators, fuel tanks, transformers, switchgear, substations, and critical power systems, worldwide. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services around July 2018. It is anticipated that one contract will be awarded under a single synopsis. The duration of the contract is one year from the date of an initial contract award (Base year) with four additional one-year option periods. The combined value of all Task Orders issued under the contract resulting from this solicitation shall not exceed $75,000,000 over the base year and four option years. Individual Task Orders typically range between $50,000 and $2,000,000. Multiple Task Orders for different services may be awarded requiring the selected firm to perform 5 or more task orders with overlapping field work and deliverables. The intent of the requirement includes, but is not limited to: planning, design, inspection, overhaul, maintenance, repair, modification, upgrade, renovation, scheduling, fabrication, life extension, and installation of power generation, transformation, and distribution equipment. All task orders will require logistical support, quality control, technical reports, as-built drawings, required permit documentation, and progress reports. Equipment and facilities to be worked on in this requirement include, but are not limited to: diesel engines, turbines, fuel tanks, alternators, electrical generators, uninterruptible power supplies, battery systems, distribution systems, cabling, specialized cooling, ventilation and air conditioning, control systems, and protective equipment. Power systems will include low voltage (under 600 volts), medium voltage (typically 15 kV class), and may include higher voltage (above 35 kV). Redundant feeds from utilities, redundant UPS systems, power distribution units (PDUs), frequency conversion may be specified. Only a brief statement of qualifications and capabilities (not to exceed five (5) pages) is requested at this time. At a minimum, provide the following information in your submittal: 1) Company name 2) Company point of contact, including address, phone and e-mail 3) Identify the type of entity as registered in the CCR with NAICS. Identify all that apply for the following business sizes: small business, 8(a), HUBZone small business, SDVOSB, etc. 4) Contractor and sub-contractors working on project sites are required to be US citizens in good standing with clean records. 5) Statement of qualifications and capabilities to include experience relative to this procurement, or any other information that clearly demonstrates the respondents capabilities, expertise and experience to perform the requirements. General marketing material may be included, but must fall within the five page submittal requirement. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government ™s acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. All submittals received will be reviewed for informational purposes. NAVFAC EXWC reserves the right to independently verify all information submitted. Interested vendors are encouraged to identify themselves as such at the FedBizOpps website for purposes of furthering teaming arrangements and subcontracting opportunities. Submittals may be made individually or as a prospective team. Joint Ventures (JV) must submit JV approval from the Small Business Administration.
