Classification Code: D399 - Other computer services NAICS Code: 541 - Professional, Scientific, and Technical Services / 541512 -Computer systems integration analysis and design services Solicitation/Notice Number: AG-024B-S-17-0031 Title: Subject Matter Experts, Technical Writing and Database Management Support Services Request for Information: This Request for Information (RFI) is for planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. BACKGROUND: The Fire and Aviation Management (FAM) staff of the United States Department of Agriculture Forest Service (USDA-FS) has broad responsibilities for wildland fire suppression, management, planning and operations which include information technology support. The FAM IT branch manages a portfolio of application systems and databases, tools, websites, and services related to interagency fire and aviation management. This portfolio is sponsored by the National Wildfire Coordination Group (NWCG), is part of the interagency Wildland Fire Information Technology (WFIT) group and is supported by agencies supporting the interagency mission. These services are fundamental to maintain system and applications which support the life and property missions across the interagency all-hazard and wildland fire communities. OBJECTIVE: The objective of this acquisition is to acquire support personnel services, including Technical Writers, Subject Matter Experts (SME) and Database Management for Fire and Aviation Management Information Technology (FAM IT) branch incident support application systems. These systems include, but are not limited to: • FAM IT general staff support • Incident Based Automation (IBA) projects (which includes e-Isuite) • Interagency Incident Applications (IIA) Helpdesk • Interagency Resource Ordering Capability (IROC) • National Enterprise Support Service (NESS) Application Portal (NAP) • Resource Ordering and Status System (ROSS) • Wildland Fire Decision Support System (WFDSS) Additional projects and applications not listed above may also request Technical Writer, SME and Database Management support. Information on FAM-IT applications can be found at the following website: http://famit.nwcg.gov/applications SCOPE: The mission of FAM-IT is to support the Development, Operations, Maintenance, Reporting, Integration, Customer Support and User Training of information systems used by Interagency Incident Management Personnel nationwide. To meet its mission, FAM-IT requires Application Support personnel with appropriate business area knowledge and experience to provide support on specific applications. This Statement of Work (SOW) is focused on providing subject matter expertise, technical writer support, and database management in support of application Operations and Maintenance. This includes User assistance, Tier II helpdesk support and documentation. Support may include working with and providing expertise to government, non-government and other contractor personnel. Place of Performance: Virtual with Forest Service management offices in Boise, Idaho, Denver, Colorado, and other locations as determined by the Government.
