Description
The Indian Health Service, Bemidji Area Office, hereby provides notice of award pursuant to FAR 6.302-1 only one responsible source and no other supplies or service will satisfy agency requirements. Justification for other than full and open competition. Purchase of Bar Code Medication Administration (BCMA), a point-of-care, application for validation of medication administration that supports "real-time" recording of medications given to hospital inpatients and provides positive patient identification for the emergency department and laboratory through bar-code patient wristbands. BCMA provides a familiar graphical interface that works with the Resource and Patient Management System (RPMS) database and the Electronic Health Record (EHR) to both record medication administration and then make that information easily accessible to users of RPMS and EHR. BCMA is fully integrated with RPMS and EHR and medication changes made by providers in EHR are reflected in BCMA as soon as the order is processed. IHS has successfully implemented BCMA at alternate locations, federal and tribal, and has a national deployment and project teams to assist with implementation. The vendor has an existing relationship with IHS / VA BCMA team and is the current service provider for alternate IHS sites. Market research was conducted. A complete BCMA system was not identified. A review of similar acquisitions was conducted in attempt to locate sources. BCMA purchase shall provide the best value to the government. Data gathered from existing BCMA installed systems has shown a drastic reduction in medication errors and near misses. BMCA is considered standard practice for hospitals to ensure patient safety. The selected vendor is considered a small disadvantaged business which helps satisfy SBA small business goals.
