10/4/2017 This is now a Request for Offer. Pleas submit proposals by the closing date of the announcement October 23, 2017. If you have questions please email by October 16, 2017 by 4:00 PM CT. Please follow the instructions in the SIR in it's entirety, providing all information requested; completing schedule B, Section L & M, and all applicable fill-ins throughout the document. Please sign and date the front page and submit with your proposal. No phone calls, emails only nia.glover@faa.gov. Please find attached the SIR DTFAAC-17-R-00257. The following Market Survey is a capability assessment, sources are being sought for training classes in Bell 206 & Bell 407 Field Maintenance as ordered by the Government. Maximum number of students shall be 1 to 12 students per calendar year. Students will be FAA Airworthiness (Maintenance/Avionics) Inspectors. Course length shall provide approximately 80 hours of instruction and will accomplish the training outcomes specified in the Statement of work. (Please see attached Statement of Work). Also, this market survey ™s intent is to obtain the following information from potential vendors: 1. If the vendor is the Original Equipment Manufacturer (OEM) of the Bell 206 & Bell 407, the Government requests a letter to include: a. A statement that the company is the sole owner of the data rights/proprietary information for training on this equipment. b. A statement whether or not the vendor would provide the Government with the data and include, if any, stipulations. c. If the vendor has released, licensed or sold this data to other vendors. 2. If the vendor is a licensed and/or authorized vendor then they are to provide a letter. Additionally, the vendor is to provide a letter from the OEM showing that they are authorized to use their data to perform this work. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate Competition exists to set-aside the Competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement- This document should identify: Type of services provided by your firm, Size and type of services provided by previous contract elaborate and provide detailed information and past performance), number of years in business etc.. 2. Complete the attached Business Declaration. *No phone calls* email all questions to nia.glover@faa.gov. All responses to this market survey must be received by June 22, 2017 5:00 CST.
