- REQUEST FOR INFORMATION/MARKET SURVEY FPI-RFI-CT2232-17 October 4, 2017 Subject: BALLISTIC PANEL INSERT KITS IN VARIOUS SIZES AND COLORS PER SPECIFICATON CO/PD 00-02I AND CIVILIAN BALLISTIC VESTS; INSERTS FOR STAB RESISTANCE VESTS THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION (RFI) DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT SERVICES. THE MARKET SURVEY RESULTS WILL BE USED BY THE CONTRACTING STAFF TO DEVELOP CURRENT ACQUISTION STRATEGY. General: Federal Prison Industries, (UNICOR) currently performs under contract W91CRB-13-D-0028. This contract supplies Body Armor products such as Outer Tactical Vests (OTV) for U.S. Army Security Assistance Command (USASAC). These inserts must be Berry Amendment compliant - manufactured within the USA, and meet the qualifications listed in the Statement of Work. In addition to the currently awarded contract, UNICOR intends to quote on future solicitations of both the US Military and other various Federal Agencies. UNICOR also manufactures ballistic and stab resistance vests for other government agencies. These panels are also purchased from industry suppliers. A listing of the SOW and materials are included in this RFI. UNICOR, FPI is seeking information about the Contractor's capability to meet the SOW and provide the listed materials. All interested parties shall furnish the following minimum information: 1. Name of Company 2. Telephone number, fax number, and e-mail address 3. Brief summary of company history and capability to meet requirements to include any similar government contract for body armor the company has performed 4. Business Size (i.e., Large, Small, Socio-economic category) 5. State if Company is Manufacturer or Non-Manufacturer 6. This model of armor has been determined to comply with NIJ standard- 0101.06 by the NIJ Compliance Testing Program and is listed on the NIJ Compliant Products List Threat Level: NIJ0101.06 IIIA Ballistic Warranty Period: 5 Years 2.0 Scope UNICOR seeks to enter into a contract with a potential awardee that would consist of a 1 year base and 4 option years if exercised contract. The awardee will provide UNICOR with various Ballistic/Stab Resistant products and services to allow UNICOR to perform under its current and future contracts. Materials may be awarded by individual groups: OTV Inserts, Thrust Guards, Civilian Inserts. 3.0 Objectives The Awardee must be able to demonstrate an extensive past experience and technical ability to provide a broad range of ballistic and stab proof packages as well as support services in the manufacturing of body armor products. UNICOR's objective is to select an awardee that can ensure timely deliveries, available capacities and manufacturing expertise of the required products. The awardee will also demonstrate that it has an extensive Quality Control Program that meets the needs of the Government's Body Armor requirements. 4.0 Tasks / Requirements The below items describe the requirements on what UNICOR will need: • First Article Testing (FAT) shall be conducted through Aberdeen Test Center in accordance with the OTV Purchase Description CO/PD 00-02I. Additional FAT testing may be required for future contract UNICOR may be awarded. All FAT testing is at contractor's expense. Copy of the purchase description is attached to RFI. FAT approval is required 60 days after contract award. If FAT approval is not obtained within the allotted time, the contractor will sign a waiver releasing UNICOR to purchase any needed ballistic panels from a FAT approved contractor in order for UNICOR to avoid delinquent customer orders. Once approval is achieved, this wavier will be void. • Must be able to provide NIJ Standard 0101.06 Certified Ballistic Packages in Threat Level IIIA certified in size range C1 through C5 with a minimum 1,700 fps 357 SIG V50 as verified on NLECTC website. • Must provide NIJ Standard 0115.0 Certified Protection Class Spike and Edged Blade, Threat Level 3 packages as verified on the NLECTC website. Contractor will have 60 days from award date to have package certified by NIJ. If certification is not obtained within the allotted time, the contractor will sign a waiver releasing UNICOR to purchase any needed ballistic panels from a certified contractor in order for UNICOR to avoid delinquent customer orders. Once certification is achieved, this waiver will be void. • The only approved facility for ballistic testing for this procurement is a National Institute of Justice (NIJ) approved laboratory. The contractor shall use an NIJ approved laboratory for ballistic testing. • Must provide a Lot Acceptance and First Article Test Acceptance Witness Program, which ensures that all testing of ballistic packages is properly conducted and manages data collection from testing to ensure quality and anticipate downturns in performance. • Must be ISO 9001-2008 certified. • Must demonstrate capacity to produce up to 1,200 sets of OTV Ballistic Kits daily, with a 25% surge capacity capability. • Products provided shall be in compliance with the "Berry Amendment", in that all components of the item are to be "grown, reused, or produced in the United States." Reference DFAR Clause 252.225-7012 Preference for Certain Domestic Commodities (JAN 2007). Must certify all manufacturing will be done in the U.S. and all raw material items will be U.S. made under condition of the Berry Amendment as it applies to body armor production. • Must work in conjunction with UNICOR and its customer on specific technologies to be applied to the manufacturing process that will ensure a timely delivery and quality product. This may include the need for onsite training to UNICOR workforce at its facility. 5.0 Delivery Delivery will be made within 60 days of ARO. Delivery will be made to the factory located in Yazoo City Mississippi. All military items are subject to Lot Acceptance testing conducted by Aberdeen Test Center. In the event of a testing failure the contractor will be required to refund or replace lot within 30 days of notification of failure. All deliveries will require a certificate of conformance and test reports. Failure to provide a C.O.C. or test report shall be cause for rejection of the shipment. Inspection and acceptance shall be at Destination by UNICOR Federal Prison Industries. Note: Up to a 3% consideration may be taken if the delivery is late. 6.0 Government Furnished Property At this time there is no Government Furnished Property. But if at anytime the government needs to furnish property, materials, and or equipment, it will be discussed with the awardee to establish all requirements of the contract. 7.0 Security This contract will be administered and performed inside a Federal Prison at Yazoo City Mississippi. Certain precautions will be required when shipping materials into the prison or when visiting the prison for technical assistance. No items such as explosives, sharp instruments, radios, cell phones or cutting devices will be allowed to be shipped or brought into the secure institutions. When visiting the secure institution, individuals will be required to pass a NCIC approval before entering the institution.
