- Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, DHS intends to procure on a sole source basis with the following firms: ENSCO, Inc. 3110 Fairview Park Drive, Suite 300, Falls Church, VA 22042-4503 United Technologies Research Corporation. 411 Silver Lane; East Hartford, CT 06118-1127 This proposed action will result in cost reimbursement contracts. The period of performance is for 18 months. This requirement had been initiated through an Interagency Agreement with the Department of the Interior (DoI). DoI issued a Broad Agency Announcement Number (BAA) 13-015 on behalf of DHS/S&T and awarded Phase I contracts. The BAA evaluation/selection criteria was based upon a three (3) phased structure as follows: Phase I: Model Based Assessment; Phase IIA: Prototype Laboratory Demonstration; Phase IIB: Full System Government Laboratory Demonstration; and Phase III. New contracts were then awarded for Phase IIA based on a down-select evaluation for the awarded Phase I performers. Two (2) performers, ENSCO Inc. and United Technologies Research Center (UTRC), were awarded contracts for Phase IIA and both have developed a prototype system and assessed functionality through laboratory testing. The work to be performed under this proposed action will make possible the completion of the testing and evaluation of the refined components (e.g., sensors, algorithms), complete system design, and delivery of a full prototype system, including all necessary components to make up a full system for government laboratory demonstration. This phase will consist of testing of the systems in a DHS-specified laboratory location and will end with a final performance review of the test and evaluation results, which meets all requirements set forth in the original BAA. The estimated value for this proposed action is $5,400,000.00 to be performed for a period of 18 months beginning from the effective date of award. Note 22: This pre-award synopsis is for informational purposes only. Technical proposals will not be considered, however technical capability statements may be submitted, only if your organization has the technical capabilities necessary to meet the above stated needs. If such documents are submitted, they may be reviewed for consideration to open this requirement up for competition. The determination to open up the requirement to competition is at the sole discretion of the Government. All submissions become the property of the Federal Government, and will not be returned.
