- Q & A 1. Could USAID please clarify whether the RFP intended for an individual or a firm? The cover letter is addressed to firms and the RFP refers to “the Contractor. We ask this question because on the 3rd page of the Scope of Work there is a reference to “the consultant.” It can be individual or firm but we need to have clear and full information about the firm related to the subjected professional experience. In section C.2 the RFP refers to “ the Contractor’s June 27, 2017 proposal is incorporated by reference.” Would USAID be willing to share this June 27, 2017 proposal? Disregard section C.2 second sentence and it will be read as “The following defines the service required under this order. The contactor will also be required to provide the deliverables se per the attached SOW on this solicitation 3. Is there a section L or M that provides instructions to the prospective bidder that USAID can provide, including the format, timeline, length, past performance, etc Please see the Attachment sol-663-17-000024 Mod 1 Could USAID please provide the geographic code for this RFP? The default authorized geographical code which is 937 The SOW states that Ethiopian/Amharic is necessary to complete the task. Would we be allowed to supplement that requirement with a translator or does the consultant have to possess the ability Please note the SOW states Somali and English are required. Translator is not accepted the individual should possess the ability. it states that we may submit vouchers for each deliverable though no payments will be processed until the end of the task order. Will you accept a final invoice instead of individual + end vouchers. You should submit your invoice after the end of each deliverable and the payment will be done for each deliverable accordingly after the approval of the COR.
