- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a fixed price-type order under Basic Ordering Agreement (BOA) N00019-15-G-0026 with Northrop Grumman Systems Corporation (NGSC), Herndon, VA to procure supplies and/or services required for the form, fit, function replacement of the AN/ASQ-225 Advanced Control Indicator Set (ACIS) Replacement Module (ARM) Assembly aboard the E-2C aircraft weapon system with a solution that addresses the COM (computer-on-module) - Express Module obsolescence. The contractor shall provide the supplies, data and engineering and logistics services for the hardware/software solution that addresses the ARM Assembly's COM-Express obsolescence, and then procure the hardware and perform the retrofit of 120 ARM Assemblies with the solution. The order will consist of a base period for solution development and one (1) option period for procurement of modified ARM Assemblies with the COM-Express Module. NGSC is the sole designer, developer, and manufacturer of the AN/ASQ-225 ARM Assembly aboard the E-2C aircraft weapon system and thus possesses the design knowledge and system integration experience to quickly address this obsolescence issue in the shortest amount of time. The Government does not have a Technical Data Package (TDP) for the ARM Assembly to compete the obsolescence redesign of the COM Express Board sub-assembly. The Government would experience an unacceptable delay in fulfilling the Navy's requirements competing the contract and certifying a new source of manufacture. The Government estimates a competition will take 18 months with an additional 24 months (minimum) post Award to certify another source to manufacture and start to deliver the modified ARM Assemblies for a total of 42 months. Currently, the Government has zero ARM Assemblies in Ready for Issue (RFI) condition and 30 in Non-RFI or unknown condition in the supply system. There are 5 ARM's missing from fleet aircraft due to this COM Express obsolescence issue, which is expected to increase at a rate of 3.75 ARMs per quarter based on the current demand. Based on this current demand, a 42 month delay in fielding the ARM Assembly's replacement would result in over half (18 of 28) of the HE2K E-2C aircraft being "Non" - Mission capable. Increased wear and additional failures cause cannibalization of hardware between aircraft and Squadrons to meet operational requirements further reducing the number of available aircraft which would negatively impact fleet and operational readiness. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." In accordance with FAR 6.302-1 (a)(2)(ii)(B), supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in an unacceptable delay in fulfilling the Navy's requirements. Interested parties may identify their interest and capability to respond to the requirement. All responses received within 30 days after date and publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
