Description
The Indian Health Service, Bemidji Area Office, hereby provides notice of award pursuant to FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Brand name NIDEK AFC-330. Justification for other than full and open competition. The IHS White Earth Health Center, Ogema MN, has an obsolete retina camera with a polaroid camera back which requires replacement. The facility has lost its capability of providing Fundus Photography due to outdated technology that is no longer supported and does not meet modern HIPAA and Electronic Health Record requirements. This purchase shall provide the best value to the Government. The NIDEK AFC-330 is the only camera available commercially that allows any employee with the ability to use one of their hands to take a picture. The employee only needs to "find the eye" to be imaged on an 8 inch screen and the cameras "locks on" and takes the best quality of picture when all parameters are met. Autofocus, Autotracking, and AutoCapturing are highly desired features that let "anyone" accomplish retinal imagery. This means that "anyone" from Opt. Tech, Doctor, "fill-in" person, or student can get meaningful, high quality images. Indian Health Service (IHS) in general has become well-known and adept for functioning with personnel shortages. The WESU is in planning for expansions at the White Earth Health Center and the NayTahWaush Clinic that will cause additional vacant positions, which will cause a need for staff to "fill-in" to help cover shortages at an even greater rate until personnel can be hired and trained. This means that there is an increased likelihood that an employee, who has never taken a retinal image, will be asked to take retina photos. They will be able to accomplish this using a camera that will Autofocus, autotrack, and autocapture an image. Market research shows that the only commercially available camera that meets this need is the NIDEK AFC-330 The WESU has been "falling short" w.r.t. meeting standards of care for documentation of certain posterior segment pathologies. The clinic has a retina camera with a polaroid back that no longer functions, and no one knows how to use it. The digital camera technologies with newer cameras have become much more complex than the polaroid camera that IHS currently has. There is a level of skill that an imager needs to attain to take meaningful retina photos. If a "skilled" retina imager is not available; it is good to have a contingency so that a patient does not need to return to clinic and be dilated a second time to get adequate images when the "skilled" imager is available. The autofocus, autotrack, and autocapture features serve as this contingency, and they augment the quality of care provided in our underserved population that already struggles with transportation to the clinic. The autofocus, autotrack and autocapture technologies were not available when the original Polaroid back camera was purchased in 1998. If this technology was available in 1998, it would have been purchased at that time. Pursuant to FAR 19.1406(a) consideration for sole source to SDVOSB was made. Based on market research the Contracting Officer has reasonable expectation that offers would not be received from two or more SDVOSB; The award does not exceed the listed thresholds; The requirement is new therefore not currently being performed by an 8(a); The price is considered to be fair and reasonable; SDVOSB concern is determined to be a responsible contractor with respect to performance.
