- Draft Scope of work for sources sought- This is not a request for bids, offers or proposals. The Contractor shall furnish all services, permits, materials, supplies, labor, equipment, superintendence, travel, and any and all other services as required in connection with lead-based paint debris and settled dust cleaning, lead-based paint stabilization, and disposal services necessary to complete this Scope of Work (SOW). The Contractor, its subcontractor(s) and appropriate employee(s) of each, shall be responsible for obtaining and maintaining any registration or certification as required by the various federal, state (i.e., state of Missouri), and local regulatory agencies, and any other registrations, certifications, licenses, permits, warrants, or other credentials or permissions required to perform these tasks. The Contractor shall obey all laws and regulations of the United States and the states and local governments having jurisdiction over the activities addressed in this SOW. This is a Sources Sought Synopsis only. This notice is to seek information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities website www.fbo.gov. Responses to this sources sought is not an adequate response to a solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is a market research tool to determine the availability of qualified Small Business sources. The Kansas City, Corps of Engineers is seeking qualified Small Business (SB) sources that primarily perform work in the NAICS classification 562910 Environmental Remediation Services. The applicable size standard is 750 employees. The project is located at the Harry S. Truman Dam and Hydroelectric Power Plant located near Warsaw, Missouri. The general scope of the requirement will be: to perform the cleanup and disposal of debris (e.g., lead-based paint chips and swarf) and dust contaminated with lead, chromium and cadmium generated during routine operation and maintenance activities and from the deterioration of paints and coatings applied to building materials (walls), equipment, and machinery at the facility; and, to perform paint stabilization on a number of walls and vertical surfaces where the condition of the known lead based paint has deteriorated and exhibits peeling, delaminating, chalking and dusting. All of the work will be performed while the Power Plant is in operation. Some of the paint stabilization work will be performed at height, where an existing fall protection system is in place. Any hazardous material generated or collected during abatement or stabilization activities will require proper disposal. Post-abatement or post-remediation clearance sampling will be performed and will be subject to 3rd party verification. The Contractor, its subcontractor(s) and appropriate employee(s) of each, shall be responsible for obtaining and maintaining any registration or certification as required by the various federal, state (i.e., state of Missouri), and local regulatory agencies, and any other registrations, certifications, licenses, permits, warrants, or other credentials or permissions required to perform these tasks. The Harry S. Truman Power Plant is an active facility with significant operational and security requirements for various activities. The Contractor will be subject to these limitations relative to coordination of activities, schedule, training and access. The Contractors' personnel (including all subcontractors) that will be entering the Power Plant will be required to have a 7-year Background Investigation (BI) at the local police department. The Contractor shall ensure the work is conducted in a manner that protects the safety and health of its employees, government employees, and members of the public; and that it complies with all current Occupational Safety and Health Administration (OSHA) and US Army Corps of Engineers (USACE) health and safety requirements (USACE Safety Manual EM 385-1-1). The Harry S. Truman Dam, located on the Osage River about 1.5 miles northwest of Warsaw, Missouri consists of an earth/rock embankment, concrete spillway, and hydroelectric power plant. Construction of the dam began in 1964 and was completed in 1979. The Truman Power Plant occupies a building footprint of approximately 62,000 square feet. Distinguishing features of the facility include three primary work bays or galleries (i.e., Pump Turbine, Service and Generator/Motor); two of which (Pump Turbine and Generator/Motor) contain a large overhead crane. The Pump Turbine Gallery is distinguished by a large open bay (~75,000 cubic feet (CF)), allowing employees to access and service the turbine units from overhead. Similarly, the Generator/Motor Gallery is distinguished by a large open bay (~1,900,000 CF), allowing employees to access and service the generator units from overhead. The Service Gallery lies between the Pump Turbine and Generator/Motor Galleries and is comprised of three functional floors. The floors at elevation 658 and 682, house mechanical equipment and are open to the other two galleries via hallways and corridors. The floor at elevation 708 houses the Control Room and Administrative areas. ADDITIONAL PROJECT INFORMATION Prior experience in the following areas are required: • Lead abatement or remediation work in large, complex industrial facilities. • Lead abatement or remediation work performed on both large, open horizontal surfaces (floors) and irregular surfaces (mechanical equipment or machinery). • Lead abatement or remediation work of large industrial air handling units and ducts. • Lead abatement or remediation work in areas that may require confined space entry. • Paint stabilization of large, multi-level stairwells and landings. • Paint stabilization of large wall areas that require scaffolding or other means of reaching heights of up to 30 feet high. • Paint stabilization of large irregular surfaces such as mechanical equipment or machinery. • Removing existing carpet floor coverings and replacement with floor covering in a sensitive work area where operations may not be interrupted • Preparation of detailed work plans, quality control plans, daily progress reports, and final completion reports. • Performing post-cleaning verification sampling Submission Requirements: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number. 3. Offeror's interest in providing a bid on pending solicitation, once issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size. 6. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) 8. Description of up to ten (10) similar projects completed by your company as a prime contractor within the past six (6) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) a description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor; (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done. This Sources Sought Notice is to assist the Corps of Engineers in identifying an appropriate acquisition strategy only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
