- Infraero Traffic Demand Forecast Modification #2: Please note the following questions have been answered and supporting document attached: Q. Please clarify if performance of the Safety Assessment Technical Assistance for the Grantee ("Secretária de Aviacão Civil" or "SAC), would preclude the consultant from working as advisors or engineers to either the Government/parastatal agencies carrying out future concession related transactions, or to the private investor groups seeking to enter into concessions for the same? We note from recent news articles, that Congonhas Airport will be included among assets to be concessioned in 2018. A.As per SAC, companies that participate in this Technical Assistance will not be precluded from any work related to an eventual future concession of Congonhas Airport. The Brazilian Government considers this Technical Assistance as an independent project. Q. Task 3: Definition of Investment Strategies requires the evaluation of demand scenarios that account for traffic mix and other factors in the near- and long-term. We recognize the information that will be provided to the Offeror by Infraero in Table 2(c)(i) encompasses relevant material. However, we request an elaboration from USTDA as to the expected extent of traffic and demand forecasts required at CGH for the purposes of the demand scenarios. We also ask that if any such studies have been recently completed that these are provided at project commencement, as well as a description of how extensive these forecasts are so we may account for the work to be completed in our work plan and budgetary allocations. A. The traffic demand scenario analysis should recognize that Congonhas Airport operates under a slot limitation that limits commercial operations. Any increase in commercial operations and passengers will need to be based on realistic ways to accommodate such increases in the available space at the airport site while minimizing risks and maintaining an adequate level of safety. Accordingly, the traffic demand scenarios should follow from the safety risk assessment in Task 2, particularly the maximum number of operations and hourly slots to be allowed in the future and how traffic increases will be phased in light of recommended improved technologies, operational procedures, and infrastructure. Traffic demand forecasts were done by Infraero and will be part of the material to be provided to the winning Offeror. An excerpt of their data is attached. However, it will be necessary to validate these existing demand forecasts, as well as to complement them with the future scenario (according to the Airport Master Plan) and the infrastructure restrictions.
