Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for Low Pressure Latch Valves for the Europa Clipper Mission. The Europa Clipper Mission is being formulated and implemented by a partnership between the Jet Propulsion Laboratory and the Applied Physics Laboratory. NASA/GSFC is building the propulsion subsystem for the Applied Physics Laboratory. This procurement requires the build, test and delivery of 9 Low Pressure Latch Valves (8 for flight and 1 spare), which will be integrated into the Propulsion Subsystem. The Government anticipates a release date for the Request for Proposal (RFP) in November 2017, with an anticipated offer due date in December 2017. The Government does not intend to acquire a commercial item using FAR part 12. This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 5%; Small Disadvantaged Business Concerns (SDB) 1.5%; Women Owned Small Business Concerns (WOSB) 0.5%; Historically Black Colleges & Universities 0.3%; HUBZone Small Business Concerns 0.5%; Veteran-Owned Small Business Concerns (VOSB) 1.0%; Service-Disabled Veteran-Owned Small Business Concern 0.5%. It is anticipated the resulting contract will be a Firm-Fixed-Price contract. The NAICS Code and Size Standard are 336415 and 1,250 employees, respectively. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
