- THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, National Capital Region, Western Major Acquisition Buying Office (MABO), intends to issue a solicitation in mid-October, 2017 under SOLICITATION NUMBER 140P30-18-R-0002, for replacement of asphalt walkway at Burnside Bridge, Antietam National Battlefield. Work will consist of (but not limited to) providing all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to replace the heavily damaged/worn 3250 square foot asphalt walkway leading to the historic Burnside Bridge from the primary visitor parking lot, with concrete pavement to match the original construction. Construction specifications and drawings and site visit details will be provided with the solicitation documents. The NAICS code for this solicitation is 237310. In accordance with FAR 36.204(e) the Project Magnitude is between $250,000.00 and $500,000.00. One (1) firm-fixed price contract will be awarded on a Best Value basis. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by December 2017. Davis Bacon prevailing wages for Washington County, MD will apply. The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation criteria will be conducted under a Best Value basis. The solicitation documents including specifications and drawings will be issued in mid-October 2017 and will be posted on Federal Business Opportunities (www.fbo.gov) and FedConnect (www.fedconnect.net). Hard copy documents including drawings will not be available - all documents will be posted at this website for download. Offers will be due 30 days after issuance of solicitation. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice.
