Description
This Statement of Work (SOW) specifies Command Destruct equipment and engineering support from WV Communications, Inc. (WV Comm) at the Western Range (WR) for the Western Range Command Destruct Modernization (WRCDM) program. The legacy WR Command Destruct equipment is aging, decreasing in reliability, and increasingly expensive to repair. The Government is seeking to add one additional Central Command console and two additional Command Transmitting (CT) sites to the WR These new Command Destruct System elements will provide the functionality of the existing Command Destruct system plus add the new Enhanced Flight Termination System (EFTS) capability to support Evolved Expendable Launch Vehicle (EELV) launches. The EFTS capability is being added because the National Security Agency (NSA) will no longer support High Alphabet (HA) code generation. The HA capability will exist in the new system as it must be designed to support the transition from HA to EFTS until HA is retired by the NSA. The objective is to provide quality upgrades to the existing Western Range Command Destruct equipment through procurement of hardware and software that is tri-mode capable Enhanced Flight Termination System (EFTS) with 10 kW transmit power that meet range safety requirements within the timeframe of the National Security Agency (NSA) mandate of 2020. The upgrade of highly specialized equipment will be identical to the recent modernization effort accomplished at the Eastern Range. These new Command Destruct System elements will provide the functionality of the existing Command Destruct System, plus add the new EFTS capability to support Evolved Expendable Launch Vehicle (EELV) launches. The EFTS capability is being added because the NSA will no longer support High Alphabet (HA) code generation. The HA capability will exist in the new system as it must be designed to support the transition from HA to EFTS until HA is retired by the NSA.
