- The Department of the Treasury, Bureau of the Fiscal Service, on behalf of the Community Development Financial Institutions (CDFI) Funds, has made a logical follow-on award to Transformation Strategies, 5200 Baltimore Avenue, Suite 200, Hyattsville, MD 20781-2006, for another Blanket Purchase Agreement (BPA) for three years against their GSA Federal Supply Schedule OOCORP contract to continue to provide integrated consulting services to facilitate action planning, organization development, and skill building in response to Employee Viewpoint Survey results, bearing in mind the trend in results since 2010 and the methods created under the prior awarded BPA. Pursuant to FAR 8.405-6(a)(1)(i)(C). Transformation Strategies has all of the background, experience, and knowledge of the aforementioned foundation identified under the prior awarded BPA that no other company possesses to continue to engage the organization leaders in the next steps of the project in streamlining and building on the 2015 results through the methodology they established with the CDFI Fund to continue to improve in the areas that need attention to satisfy the agency's original need, which accrues to the benefit of the Government. It would take extensive time to transfer the experience and knowledge of the aforementioned foundation and methodology to another company, which would increase project schedule, cost associated with duplication of efforts and delays, and performance risk. The prior awarded BPA with Transformation Strategies, Inc. was awarded on a competitive basis. Therefore, the logical follow-on award is considered to be in the Government's interest of economy and efficiency and is authorized. This posting satisfies the posting requirement stated in FAR Subpart 8.405-6(a)(2)(i). Responses to this posting will only be considered as market research for future similar requirements.
