Description

NOTICE OF INTENT This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10701 East Blvd, Cleveland, Ohio 44106, Ohio 44141 to negotiate sole source, through Network Contracting Office (NCO) 10 Independence, Ohio, for the purchase of a local reference laboratories to perform time sensitive testing that is not performed in-house, from The Cleveland Clinic Foundation, a large business. The Cleveland Clinic performs coagulation and microbiology testing for patients. This testing is critical and time sensitive due to the communicable and infectious nature of some microbiology organisms and the necessity for stat coagulation testing to prevent massive blood loss. Also, Cleveland Clinic is a resource for anatomical pathology consultation. As part of the diagnostic process for surgical specimens it is necessary to seek expertise in the field of studies from outside physicians. The proposed period of performance shall be from December 1, 2017 until November 30, 2022. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Other persons may identify their interest and capability to respond to this requirement by November 5, 2017. Such capabilities information will be used solely for determining whether to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the government.   A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. No solicitation is available now.   All inquiries must be submitted by email to Harvey J. McGowan, Contracting Specialist/Officer at harvey.mcgowan@va.gov by no later than November 5, 2017 @ 2:00 P.M. (Eastern Standard Time).
