Description

The Department of Veterans Affairs Medical Center, NCO 4 Network Contracting Office, on behalf of VA Pittsburgh Healthcare System (VAPHS) Pittsburgh, PA, is conducting market research through this sources sought notice to seek sources to identify potential experienced businesses that are capable of meeting the requirements per the Statement of Work (SOW) below. The North American Industry Classification System (NAICS) Code for this acquisition is 325413. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Title. Hologic ThinPrep 2000 Supplies   2. Scope. This contract will include the cost of supplies associated with performing automated Gynecologic and Urologic Cytology testing. The contract is a Government Cost per Test schedule and permits reagents, consumables, and buffers to be ordered as needed directly by the laboratory. For the use of purchased reagents and disposables the contract provides all of the required hardware to perform the necessary methodologies. This contract is specifically for the use of the Pittsburgh VA Medical Center Cytology section. The Histology Supervisor and Cytotechnologist will be the individuals able to place orders against this contract. The vendor will deliver items to VAPHS University Drive, Pittsburgh, PA 15240 receiving dock. 3. Specific Tasks. Requirement is necessary consumables required to perform automated Pap smear preparation for use in screening of atypical cells, cervical cancer, or precursor lesions. These items will be permitted to be ordered as needed by the Pittsburgh VA. 4. Task 1 Technical and Field Service None. 5. Task 2 Kit Configurations To maximize sample processing efficiency it is required that the vendor provide the ability for the ordering institution to obtain kit configurations that include 100 and 500 test/kits. Deliverables: The following routine consumables are ordered as needed. However, there may be additional items that are not routine that may be required to be replaced. These will be ordered as needed and costs will go towards the assigned PO#. Some of the items not listed permit different numbers of samples to be performed at one time. Those items may be added as needed to permit increased efficiency of sample processing. Products: PreservCyt Solution Vials, 32 oz Bottles Filter, Cytology, Thin Prep, Blu, NON-GYN Reagent Preservcyt 20 ml solution (50 ml tube) Cytology Collection Cups Thin Prep PAP Test Lab Kit Thin Prep Slides, NON-GYN 6. Performance Monitoring It will be the responsibility of the Pittsburgh VA Medical center Cytology Supervisor/designee to monitor all delivery issues with the vendor. Timely delivery of supplies Mon-Fri, will be evaluated and compared to the terms of the contract. 7. Security Requirements This is an acquisition or purchase of commodities, goods (e.g. equipment or software), and technical/field service support to maintain the analyzers. VA sensitive information is not involved in the course of these procedures (see Appendix A). 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFE or GFI will be needed in any capacity. It is the policy of the Pittsburgh VA Medical Center Cytology laboratory to encourage and actively solicit competitive bids from all vendors competing for similar business. a. Identification of Possible Follow-on Work. Not Applicable b. Identification of Potential Conflicts of Interest (COI). Not applicable. c. Identification of Non-Disclosure Requirements. This is an acquisition or purchase of commodities in which VA sensitive information is not involved in the course of these procedures. d. Packaging, Packing and Shipping Instructions. There is no special packaging and shipping instructions required. All items are shipped as per the vendor s specifications to ensure quality of products and goods. e. Inspection and Acceptance Criteria. All received products and goods are examined for quality and acceptability without exception. Acceptable products are signed for by the laboratory. 9. Risk Control No additional risk will be undertaken by the laboratory as compared to any other vendor or method. 10. Place of Performance. The supplies will be located in room 2NE112 (Cytology laboratory). Shipping and Handling are included in this contract. 11. Period of Performance This contract will be valid for a 1 base year time period and 4 option years. The base period of this contract should reflect 11-1-17 through 10-31-18. 12. Delivery Schedule. All vendor shipped items will be delivered in a vendor determined format.
