- NOTICE OF INTENT TO SOLE SOURCE RFQ-SAB-18-00001 Set Aside: N/A NAICS: 519130 Internet Publishing and Broadcasting and Web Search Portal, Size Standards 1,000 Employees The US Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, NC intends to award a firm fixed-price purchase order on a sole source basis to Illumina, Inc. in accordance with 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements for annual renewal of one year subscription to BaseSpace Correlation Engine. EPA is using Simplified Acquisition Procedures for Commercial Services (FAR Parts 12 and 13). EPA's National Health and Environmental Effects Research Laboratory (NHEERL), Integrated System Toxicology Division (ISTD) is engaged in research projects utilizing the online web-based database which integrates the world's genomic information in ways that will enable researchers to develop biomedical insight, incorporating correlative, data-driven discovery that accelerates research by combining semantically structured data and simple user interfaces. This online web-based license will be used to derive, test and validate additional signatures that will be used in adverse outcome pathway prediction. The database is useful for all areas of molecular toxicology and will be open to EPA scientists using genomics to classify chemicals. The online web-based database purchased must meet the government's following minimum requirements: Unique features to include the following: 1) Web-based interface that allows scientists with little or no experience in computational analysis to find experimental data and literature-driven correlations between genes, pathways, tissues, diseases, and compounds. Experimental signatures from these correlations can then be used to plan the next series of experiments. 2) View experimental results within the context of curated public data allowing correlations to be observed between your datasets and thousands of other experiments in the public domain. 3) Share discoveries between scientists, clinical researchers and bioinformaticians. Scientists and clinicians use the database's integrative biology platform to query and discuss experimental results. 4) Evaluate the efficiency of a treatment or practice. New data-driven hypotheses can be verified in-silico. Holistic view of both curated public and in-house generated data is leveraged to advance research. New findings are made and validated from previously conducted experiments. Therefore, EPA believes Illumina, Inc. is the only vendor capable of providing the renewal software license needed for current research projects. This announcement constitutes the only synopsis for this requirement; and is for notification purposes only. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) WILL BE ISSUED. This notice of intent is not a request for competitive quotations. Notwithstanding, any firm that believes it is capable of meeting the EPA's requirement as stated above may submit a capability statement, which if received within 10 days of the date of this announcement will be considered. Responses to this posting must be in writing and provide a clear and convincing evidence that competition would be advantageous to the Government. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information concerning the project will be ignored. A determination by the EPA not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the EPA. All questions and comments regarding this procurement shall be addressed in writing to Glennis Reslock, Contracting Officer, at reslock.glennis@epa.gov. No Telephone or Facsimiles inquiries will be accepted. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an order will be placed with Illumnia, Inc.
