- The US Army Contracting Command - Aberdeen Proving Ground (APG), Research Triangle Park Division will award a sole-source, five-year Indefinite Delivery/Indefinite Quantity, Cost type contract to the National Academy of Science (NAS). The Deputy Assistant Secretary of the Army for Science and Technology (DASA(RT)) advocates and defends Army science and technology (S&T) planning and execution including, but not limited to, basic research, applied research, advanced technology development and demonstration, and transition, as well as special access programs (SAPs) within the S&T program. The Army's S&T vision is to deliver technologies that will enable the Future Force and enhance Current Force capabilities. As part of the responsibility for advocating and defending S&T, DASA(RT) requires independent, objective analysis on S&T topics, including assessments of the state of the art, potential areas for advancement, and applications of S&T topics of interest. The Army Science, Technology and Research Studies (STaRS) Board serves as a convening authority to conduct, facilitate, and manage periodic discussions, workshops, and studies on science and technical topics of interest to the U.S. Army, as determined by DASA(RT). The intent is to obtain objective, expert, independent analysis of certain topics from respected subject matter experts in selected fields to inform Army decision processes for allocating resources and addressing national security threats through advances in various scientific disciplines. The NAS is a private, non-profit society of distinguished scholars engaged in scientific and engineer in g research. The National Academy of Sciences was chartered by Congress for the express purpose of providing governmental agencies with independent reviews and analyses in science. In accordance with 36 USC 150303, at the request of the US Government, the NAS shall investigate, examine, experiment, and report on any subject of science and art. Based on the following, 10 U.S.C. 2304 {c) (5) as implemented by FAR 6.302-5 a sole-source award will be made to NAS.
