- Description
- The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for Post Shakedown Availability (PSA) for Post Delivery Test and Trials Support for Combat System Ship Qualification Trials (CSSQT) for Littoral Combat Ship (LCS) 8 (USS Montgomery). Requirements include labor and material to support LCS 8 schedule for PSA. The place of performance for this requirement is San Diego, CA. Work is projected to start approximately October, 2017 with an expected duration through approximately December 31, 2017. These requirements will be procured as modification to delivery order 7F13 under the Basic Ordering Agreement (BOA) N00024-15-G-2304 issued to Austal USA, LLC 100 Addsco Drive, Mobile, AL 36602. This work must commence at modification execution. Consequently, only Austal USA, LLC, the shipbuilding yard for LCS 8, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in CJ&A 20,934, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation within thirty days after publication of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
