- This Presolicitation Notice for RFP 140P6218R0001, REPLACES Presolicitation Notice P17PS01905 that was posted on FedBizOpps and FedConnect on 7/07/2017. DESCRIPTION: On or about October 20, 2017, the National Park Service (NPS), Midwest Region, Missouri Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) 140P6218R0001 to solicit proposals for abatement of asbestos and project-associated reconstruct work at the Lincoln Boyhood National Memorial Visitor Center, located in Lincoln City, Indiana 47552. The work will consist of the Contractor, in accordance with the Indiana Administrative Code, EPA and OSHA regulations, and the terms and conditions of the solicitation/contract, providing all labor, supervision, certifications, licenses, materials, tools, equipment, supplies, transportation, vehicles and other items, services and incidentals necessary to complete asbestos abatement and project-associated reconstruct work at the Lincoln Boyhood National Memorial Visitor Center located in Lincoln City, Indiana 47552, as follows: (1)Asbestos abatement of an estimated 5,100 sq. ft. of asbestos ceiling texture, and an estimated 384 sq. ft of asbestos floor tile and asbestos floor tile mastic. (2)Remove and reinstall electrical equipment and fixtures in the abatement areas. (3)Provide and construct spray-on ceiling texture with paint over disturbed ceiling areas. (4)Provide and install vinyl floor tile in removed asbestos floor tile areas. (5)A line item additive will be included in the solicitation that would, contingent upon availability of government funding, require the Contractor to: remove, temporarily relocate, perform any necessary temporary disassembly and re-arrangement of furniture and furnishings located in building areas identified for asbestos removal, and then later relocate back to their original locations. These areas include, but are not limited to parts of the building identified as Auditorium, Exhibit Hallway, Storage, Second Floor Projection Room, Retail Counter, Office, and Conference Room. Furniture located within these areas include, but are not limited to, fixed auditorium theater style seating (98), auditorium curtains, bookshelves (12), office desks (6), locker style cabinets (4), filing cabinets (5), shelving units (5), storage cabinets (4), refrigerator (1), map case (1), storage safes (2), and office side-table cabinets with drawers (3), and miscellaneous. The Park will provide temporary storage location for furniture/furnishing requiring removal from asbestos work areas. The temporary storage location resides within the Visitor Center; however, the auditorium seating will need to be temporarily stored in a building approximately one-quarter mile from the Visitor Center. The work under this line item additive is not guaranteed and funding availability will be known prior to award of the contract. This project will be performed within the Park's Facility Division's normal business days/hours of operation; which are Monday through Friday, 6:30 a.m. to 3:00 p.m. central time. All federally-recognized holidays will be observed during the course of the contract. The building will be occupied and inhabited by Park staff, visitors, and guests throughout contract performance; therefore, Contractor is expected to coordinate with the Park's Representative and conduct the work so as to minimize disruption to Park operations to the extent practical. All work required by the project documents, which will be posted with the solicitation, will be accomplished by the Contractor even though minor items/services required may not be specifically mentioned. TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded late November 2017 time frame. Award will be made to only one successful offeror. Davis Bacon Prevailing Wages will apply. PERIOD OF PERFORMANCE: The period of performance will be forty-five (45) calendar days from the date the Notice to Proceed is issued by the Contracting Officer and received by the Contractor. On-site work is to start no earlier than December 1, 2017, completed no later than January 19, 2018. This also includes final government inspection, completion of punch list items, and final cleanup by Contractor of the contract site. MAGNITUDE OF PROJECT: Between $250,000 and $500,000. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation / procurement is 562910. SMALL BUSINESS SIZE STANDARD: 750 employees. SET ASIDE: This opportunity is set aside for Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. The Veterans Benefit Act of 2003 (15 U.S.C. 657f) created the procurement program for small business concerns owned and controlled by service-disabled veterans, commonly referred to as the "Service-disabled Veteran-owned Small Business (SDVOSB) Procurement Program". Pursuant to FAR Subpart 19.1403(b), at the time that a service-disabled veteran-owned small business concern submits its offer, it must represent to the contracting officer that it is a - (1) Service-disabled veteran-owned small business concern; and (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the procurement. Also note the contract performance cost for personnel as stated in FAR 52.219-27(d)(3). "(3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns;" SITE VISIT: There will be only one scheduled pre-proposal site visit. The date, time and location for that site visit are as follows: Location: Lincoln Boyhood National Memorial VISITOR CENTER 3027 East South Street Lincoln City, IN 47552 Date: Tuesday, October 24, 2017 Time: 10:00 a.m. central time Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PUBLICIZING: The official solicitation package (RFP) is anticipated to be issued and available on or about October 20, 2017 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov, and on the FedConnect website at https://www.fedconnect.net. The keyword/solicitation/reference number for the solicitation will be RFP 140P6218R0001. The Contracting Officer will not provide hardcopies or email copies of the solicitation. It is the responsibility of the offerors to monitor the FBO and FedConnect websites to download the solicitation, specifications and drawings, other attachments, and all amendments issued against the solicitation. This Presolicitation Notice does not constitute a solicitation; it is only advance notification that a solicitation for offers will be forthcoming. All contract specification documents, along with the method in which proposals are to be submitted and the criteria used to evaluate offers shall be included in the forthcoming solicitation. RESPONSE TIME AND AWARD: Response time for submission of all proposals will be announced in the forthcoming solicitation. This will be a competitive selection subject to FAR 15.101-1, Tradeoff Process. Although price is an important factor in the award of the contract, the non-price factor/subfactors will be given equal consideration to the overall contract award decision. The Government will make a single award of a firm fixed-price construction contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation requirements, will be the best value and most advantageous to the Government when applying the trade-off methodology of evaluation for selection.
