Updated CDRLs Answers to industry questions from the Draft RFP. Updated PCMS System Specification document Security Classification Guide Updated CONOPs document Updated ICD document PEO EIS policy for software code reviews. The purpose of this modification is to do the following. Include the addition of: Attachment 0014 - Security Classification Guide; Attachment 0015 - PEO EIS Policy #12-65 Software Code Reviews; and Attachment 0016 - PCMS DRFP Consolidated Questions and Answers Updated versions of the following documents are also attached: Attachment 0002 - PCMS CRS CDRL Release B 19 September 2017_Version 2; Attachment 0005 - PCMS CONOPS_Version 2; Attachment 0007 - PCMS Interface Control Document_Version 2; and Attachment 0008 - PCMS System Specification_Version 2. The attachments are provided for informational purposes only. No further questions will be accepted at this time. Should there be any discrepancy with any of the materials in the Draft RFP and the final Request for Proposal (RFP), the final RFP will take precedence. All other information provided in the draft RFP are unchanged. THIS IS A DRAFT REQUEST FOR PROPOSAL (DRFP). IT DOES NOT CONSTITUTE A FINAL REQUEST FOR PROPOSAL (RFP), OR SERVE TO BIND THE UNITED STATES GOVERNMENT (USG) IN ANY WAY. THE USG IS NOT USING THIS DOCUMENT TO NEGOTIATE OR SOLICIT OFFERS. NO OFFERS ARE REQUESTED AT THIS TIME. THIS DRFP DOES NOT CONSTITUTE A GUARANTEE OF A FUTURE RFP OR REQUIREMENT. IT SHOULD NOT BE ASSUMED THAT THE INFORMATION CONTAINED HEREIN WILL BE REPRESENTATIVE OF THE FINAL RFP. OFFERORS WILL NOT BE REIMBURSED FOR ANY COSTS ASSOCIATED WITH REVIEWING AND PREPARING COMMENTS IN RESPONSE TO THIS DRFP. Army Contracting Command-Rock Island (ACC-RI) is seeking industry comment and feedback on this DRFP's content prior to release of a final RFP. The DRFP is being issued for the sole purpose of receiving questions/comments from potential offerors regarding the requirement for the development and deployment of the Power Control and Management Subsystem (PCMS). The draft language contained herein is a representative of what may be in the final RFP. 1. Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL, has a non-commercial requirement to support the Wideband Satellite Communications (SATCOM) Operations Management System (WSOMS) with the development and deployment of the Power Control and Management Subsystem (PCMS) for Project Manager, Defense Communications and Army Transmission Systems (PM DCATS), Product Manager, Wideband Enterprise Satellite Systems (PM WESS). This procurement is for the PCMS, which will be used over military Wideband Global SATCOM (WGS) satellites, and potentially used over leased transponders of commercial wideband satellites in C, Ku, and Ka bands. The PCMS will enable more efficient use of communications resources, and aid in link anomaly detection and resolution. The major goals of the PCMS are to provide link power control and power and bandwidth monitoring for all communications links of enterprise and tactical terminal Frequency Division Multiple Access (FDMA) and Time Division Multiple Access (TDMA) communications networks. This will include out-of-beam spectrum collection and processing to support Electromagnetic Interference (EMI) detection, and providing a text orderwire to tactical terminals (positive control). A Concept of Operations (CONOPS) for the PCMS has been prepared by the Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT) and is provided as part of this RFI to provide additional information on PCMS architecture, requirements, and operations. 2. This requirement will be competed as a full and open competition and any qualified vendor, regardless of size status, may submit a proposal. The proposed contract will result in a single award, five year Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract. The contract type is a hybrid containing: Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Cost-Reimbursable Contract Line Item Numbers (CLINS). All tasks shall be performed in accordance with (IAW) the Draft Customer Requirements Statement (CRS), dated 15 August 2017, which is located in Section J as Attachment 0001 (PCMS Base Contract CRS). The maximum value for the entire procurement is $49,793,689.67. NOTE: The Government shall evaluate a maximum of one proposal from each offeror. The guaranteed minimum will be the award of Delivery Order 0001. The delivery order shall encompass all requirements in the Delivery Order Customer Requirements Statement (CRS) located in Section J as Attachment 0004 (PCMS DO 0001 CRS). Only Contracting Officers at ACC-RI will have the authorization to issue and/or approve delivery orders off of the final contract. The closing date and time to submit a proposal for both the Base IDIQ and Delivery Order 0001 is as follows: Closing Date: TBD Closing Time: TBD 3. In conjunction with this Base Contract, a RFP for Delivery Order 0001 is issued with this RFP. Delivery Order 0001 is accompanied by its own CRS, Attachment 0004 in Section J (PCMS DO 0001 CRS). A cost proposal is requested for Delivery Order 0001. Each subsequent delivery order will be accompanied by a CRS that will align with the Base Contract CRS attached herein. 4. A formal source selection process will be utilized and a Source Selection Evaluation Board (SSEB) will be convened. Award will be based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government utilizing a tradeoff analysis, with appropriate consideration given to the five Evaluation Factors: Technical, Management, Past Performance, Price, and Small Business Participation. Please see Sections L and M for descriptions of the evaluation criteria. Offerors are cautioned to read Section L, Proposal Instructions, carefully to ensure that any proposal submitted in response hereto includes all technical, management, past performance, price, and small business participation information required by the solicitation. Failure to provide the required supporting documentation may result in an Offeror's proposal being rejected. 5. The CLIN/SLIN structure set forth in this is RFP is outlined in Section B below and in the "PCMS Price Matrix" (Section J, Attachment 0003). For proposal purposes, offeror(s) shall enter their prices in the PCMS Price Matrix versus Section B (schedule). Furthermore, all tabs of the PCMS Price Matrix shall be filled out. The second tab, Base Contract, details the labor categories for the overall Base IDIQ Contract. The third tab, Delivery Order 0001, is the separate Price Matrix for Delivery Order 0001. Prices must be submitted on a FOB Destination basis and in U.S. dollars. NOTE: The labor hours provided on the Base Contract tab in the PCMS Price Matrix are Government estimates provided for evaluation purposes and do not constitute actual Government requirements. 6. Certified Cost and Pricing data may be required if conditions of FAR 15.403-4 exist. If Certified Cost and Pricing Data are required, data shall be submitted in accordance with Table 15-2 located under FAR 15.408. The Government requests submission in Microsoft Excel. 7. Should the total cost for Cost-type line items exceed $20,000,000, the Contractor will be required to have an Earned Value Management System (EVMS) in compliance with ANSI/EIA-748. Should the total cost for Cost-type line items exceed $100,000,000, the Contractor will be required to have a formally validated Earned Value Management System (EVMS) validated by the Cognizant Contracting Officer (DCMA ACO). If any of the above mentioned thresholds are breached, the Government will negotiate and execute a separate Delivery Order for EVMS requirements. 8. NOTE: The Government will supply the documents listed in Section 3.3, Information, of the PCMS Base CRS, dated 15 August 2017, upon contract award to the awardee. These documents are not required to propose on the Base IDIQ Contract or Delivery Order 0001. 9. All questions/requests for clarifications (RFCs) should be submitted in writing directly to the Contracting Officer and Contract Specialist via email, at angela.g.quinn.civ@mail.mil and timothy.w.volkert.civ@mail.mil no later than 2 p.m. Central Time on 01 September, 2017. The Government does not guarantee that it will answer any questions/RFCs received later than this date. Questions/RFCs that result in specific information necessary to submit proposals will be provided to all contractors. Therefore, questions/RFCs shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all questions/RFCs, but will consider them and incorporate changes into the RFP as deemed necessary. Questions/RFCs shall be submitted electronically via email in Microsoft Excel spreadsheet format (Microsoft Office Excel 2007 compatible). Each question should be entered on a separate row, and the applicable area of the RFP must be referenced. Format for questions is Times New Roman, 12-pitch font. When submitting questions, Offerors shall ensure that their company name appears in the file name. 10. This RFP should NOT be discussed with any Government employee except the ACC-RI Contracting Officer, Ms. Angela Quinn or Contract Specialist, Mr. Tim Volkert. Failure to adhere to this restriction may be grounds to declare your firm ineligible for consideration of any award resulting from this competitive acquisition. 11. Any additional and or future information regarding this solicitation, including questions and answers, will be posted to Federal Business Opportunities website at www.fbo.gov under solicitation W52P1J-17-R-0158.
