- NOTICE OF INTENT TO AWARD A SOLE SOURCE THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to award a sole source contract on the basis of other than full-and-open competition to Ocean Data Systems, LLC for reconfiguration and upgrade of three (3) NRL owned IVR arrays and IPV electronic suites. The cited reconfiguration and upgrade requirements must be fully functionally and operationally compatible with the equipment currently owned by NRL. Ocean Data Systems, LLC is the original manufacturer of the commercial arrays. The requirement will require access to data and information proprietary to Ocean Data Systems. This purchase will be made utilizing Simplified Acquisition Procedures under FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The applicable North American Industry Classification System Code (NAICS) for this requirement is 334419 with the size standard of 750 employees. The Federal Supply Code (FSC) is 6610. All responsible sources may submit a statement of technical capabilities not later than 5 business days after publication of this notification. Any submitted capabilities statement shall include written documentation of the firm's capability to provide the required functionally and operationally compatible reconfiguration and upgrade efforts. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses received after 5 business days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered. All responses must be submitted to the government point of contact at the e-mail address shown in this synopsis not later than the designated closing date. No reimbursement for any costs connected with providing capability information will be provided. Please reference this notice of intent number (N00173-17-Q-6204) on your correspondence and in the "Subject" line of your email. This notice will close on: October 13, 2017 at 14:00 (EST).
