draft PWS for E and I Draft PWS Mix and repair RFI Document Closing Date: 23 October 13:00 Local Korea Time This is a new requirement. No existing contract. Draft PWSs added to provide addittional information on the scope of the project. PWSs will change to remove any duplication of effort. Please see yellow highlight on RFI attachment. Submit all questions in writing. DESCRIPTION Introduction: The 411th Contracting Support Brigade (CSB), Korea is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement to provide communications infrastructure maintenance, repair, and installation services at four separate Air Force locations in South Korea. The contractor shall install, relocate, repair, or remove fiber optic and/or copper cable, underground conduit, and/or Protected Distribution Systems, and/or LAN infrastructure in accordance with Contract Line Items. The Contractor will be required to supply required parts. This contract will be used to accomplish maintenance, upkeep, repairs and relocations for outside plant (OSP) (copper and/or fiber optic) cabling. Additionally, the contractor will be responsible for performing site surveys and updating cable location records through the use of GPS assisted survey equipment as directed by the primary customers of this contract, and when making any modifications to the existing telecommunications infrastructure. All work shall conform to the original Engineering Design Plan (EDP) designed by the government for the site where the work is being conducted. The contractor shall provide emergency repairs/relocations for outside plant (OSP) cables. The contractor may update (as- built), plan, and propose infrastructure upgrades to the primary customers of this contract. The contractor shall complete all maintenance actions in accordance with government and industry developed standards to ensure minimal degradation occurs. Place of Performance: This requirement requires work at multiple locations across the Republic of Korea. The primary places of work to be completed under this contract are at Daegu Air Base, Gimhae Air Base, Suwon Air Base, and Gwangju Air Base Period of Performance: The period of performance for this contract shall be for one (1) base year of 12 months and four (4) 12-month option years. Funding Source: This is a new contract utilizing Logistic Cost sharing (LCS) funds. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedBizOpps.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The 411th CSB is seeking the following information: 1. Potential Respondents shall describe how they would propose to successfully perform repair and maintenance at four different locations in the place of performance above assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. 2. Potential respondents shall describe their ability to create design - drawings or as- built drawings. How many years' experience do you have in design or as built? What certifications or business license do you have to do this? 3. Potential Respondents shall describe both their existing relationships with the following entities and the extent to which such relationships would enable Respondents to successfully perform each of the services below: a. Communication Infrastructure back ground b. Ability to upgrade or propose upgrade to existing infrastructure. c. Experience working with U.S Department of Defense (DOD) d. Local Area network (LAN) Infrastructure upkeep and repair e. Experience with Configuration Management Processes. f. Ability to document and manage network infrastructure visibility. 4. What key personnel with certification do you have within your organizational structure that can perform to the scope of work in the RFI? (The ability to show your organizational chart may be required once solicited) 5. Do you have a Staffing Plan to support all locations identified in this RFI? The ability to show your Staffing Plan may be required once this requirement is solicited. 6. List similar projects worked on over the past 7 years and service provided to those projects. 7. How many years do you have in this business? (Relevant business) 8. Statement of capability and qualifications of the organization to perform the requirement.
