Notice: The Industry Day scheduled for 25 & 26 October 2017 is cancelled. The Government is evaluating its requirement and will post on FEDBIZOPPS when the requirement is more defined. COMFRC Industry Day "Recapitalization and Vison 2020" The Commander, Fleet Readiness Centers (FRC), RDML Zarkowski, is sponsoring an unclassified Recapitalization and Vison 2020 Industry Day event on 24 and 25 October 2017. The event will be held at Fleet Readiness Center Southwest (FRCSW) in San Diego, CA. The purpose of this event is to provide our Industry Partners with insight into the support equipment, test equipment, and tooling challenges that the Enterprise faces well into the next decade. Fleet Readiness Centers provide Depot Level Maintenance (DLM); Maintenance, Repair, and Overhaul (MRO); and In-service Repair (ISR) services, on multiple fixed and rotary wing aircraft, aircraft engines and associated components/material. These services involve the rework of existing aviation end items, systems, and components, as well as the manufacturing of items and component parts otherwise not available. Across all of the FRCs we are faced with product lines that are supported by aging equipment. A majority of our equipment is 20+ years old and is used to support 3rd and 4th generation platforms. Inherent to the age of the equipment are the challenges we face, including: technologically dated equipment, test equipment limited to supporting a single product line, part obsolescence, increased costs and lead times, increased mean-time between failure rates, and skill gaps for the maintenance artisans. Our goal through this initiative is to seek ideas and solutions to these challenges. Our primary focus is on cost effective maintenance solutions, particularly, replacing peculiar test stands with newer, more technologically advanced equipment. However, we are also eager and open to new ideas and solutions that will advance our endeavors throughout the next decade. Ultimately, we will be soliciting feedback from our partners on tactical and strategic processes and/or methods that comprise all or a portion of the Universe of Equipment currently supporting the manufacturing, production test, and repair at the 3 major CONUS sites, FRCSW, San Diego, California; Fleet Readiness Center East (FRCSE), Havelock, North Carolina; and Fleet Readiness Center Southeast (FRCSE), Jacksonville, Florida. This exercise will follow the general schedule as outlined below: Day One 25 October 2017 Morning 1.) CO/XO Remarks 2.) Vision 2020 Overview-This brief will outline the Vision 2020 strategic plan for optimization of COMFRC organizational structure and resources and further show how recapitalization of support equipment, test equipment and tooling is a cornerstone of the plan for the future 3.) Equipment assessment brief which will frame the requirement we outlined in the FBO Synopsis----This will include all FRC site requirements Afternoon 4.) Site tour focusing on representative equipment---We will tour the facility and receive briefings and on-site access to equipment at various work centers through the FRC Day Two 26 October 2017 Morning and Afternoon One on One Meetings with Industry Partners - This time will be allocated to allow Industry partners an opportunity to talk with and ask questions of our MRO subject matter experts and discuss initial ideas and their recommendations for supporting the overhaul and long term sustainment of this equipment. Vendors are encouraged to refer to the list of questions that will be provided as a follow-up to this announcement (10 Business Days). Vendors will be briefed on the great challenges that face our MROs in their critical mission to support effectively the Aviation assets of the enterprise that need to be taken into consideration for development of possible support solutions. These include but are not limited to Obsolescence management of aging equipment, supply chain management, training, maintenance skill gaps, publications deficiencies and required updates, transition of equipment to support emerging platforms, common and recurring failure modes. Support solutions for MRO assets will focus on major groupings such as Hydraulics, Avionics, Mechanical, Pneumatics, Engines and Tooling. Vendors can propose a variety of solutions and recommendations for support including Initial Evaluation/Inspections to baseline equipment,, scheduled preventive maintenance unscheduled corrective maintenance/repairs, 3PL Supply Chain Management, sustaining engineering support onsite, Total management and sustainment support via one-onsite integrator. Vendors are also encouraged to comment and provide recommendations for contract structure, term limits and incentives and performance metrics. A detailed agenda that includes all administrative details (POCs, directions, etc.) and a list of COMFRC Equipment questions /Issues will follow via an FBO amended post. Additionally COMFRC will provide a equipment list that is all inclusive of all FRC MRO sites. This information will be available 10 working days after this post. Interested parties are encouraged to monitor this website for updated information. As a follow up to Industry Day, and in anticipation of a forthcoming RFP, the government will publish an RFI that will solicit more formal sustainment and recapitalization input from our Industry partners. Industry partners should leverage as much as possible off of the Industry Day opportunity to clarify questions and issues associated with this requirement. THIS IS NOT A REQUEST FOR PROPOSAL. The Government is not obligated to and will not pay for any information received from potential sources as a result of this posting. The Government will not reimburse the attendees for any cost associated with participation or attending the Industry Day, and is under no obligation to award any related contract associated with this event. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research. The final requirement(s), if any, would be defined under a formal Request for Proposal which would be announced on FedBizOpps (http://www.fedbizopps.gov/).
