- In accordance with the Federal Acquisition Regulations (FAR), Part 5, this synopsis is for Executive Fire Officer Program (EFOP) Evaluator services for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Emergency Training Center (NETC), United States Fire Administration (USFA), National Fire Academy (NFA). The Acquisition Operations Division/Preparedness Section intends to award seven (7) to nine (9) not-to-exceed purchase orders with established firm fixed-price rates for evaluation of Applied Research Proposals (ARPs) and final projects to offerors/individuals under the authority of FAR Part 13. The objective of this procurement is to obtain reliable, efficient and effective evaluator services. No Solicitation or Request for Quotation (RFQ) is currently available. This competitive acquisition is limited to eligible Small Business concerns only. Eligible offers shall be a Small Business concern in accordance with Small Business Administration (SBA) requirements in order to participate in this competitive acquisition. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available on the Federal Business Opportunities (FBO) website at www.fbo.gov on or about October 24, 2017, with a projected closing date of November 10, 2017. It is the responsibility of interested Small Business concerns to monitor this internet site (www.fbo.gov) for the release of this solicitation as well as any amendments. It is anticipated that the orders will be awarded during the November - December 2017 timeframe. The North American Industry Classification System (NAICS) code is 611710. The Small Business Size Standard for this NAICS is $15 million average annual receipts for the preceding three (3) years. Any responsible Small Business concern may submit a quotation that will be considered by the Government. This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of purchase orders. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. Award will be based on Lowest Priced Technically Acceptable (LPTA). The Period of Performance is January 1, 2018 through September 30, 2019. The U.S. Fire Administration/National Fire Academy's Executive Fire Officer Program (EFOP) requires participants to write an Applied Research Project (ARP). Each EFOP participant is required to submit an ARP within six (6) months of completion of the EFOP course for which the ARP is being written. ARP evaluators are required to review participants' proposal and provide approval/disapproval along with constructive feedback, then evaluate the participants' completed ARP. Criteria or standards for final evaluation are based primarily on two documents: the National Fire Academy Executive Fire Officer Program Applied Research Guidelines and the Publication Manual American Psychological Association (Sixth Edition). Evaluators will be assigned proposals/projects from EFOP classes conducted between January 1, 2018 through December 31, 2018. In order to be considered for this requirement, Executive Fire Officer Program (EFOP) Applied Research Project (ARP) Evaluators must meet the following minimum qualifications: Academic Degree The evaluator shall have a minimum of a graduate (Master's) academic degree from a nationally or regionally accredited institution recognized by the U.S. Department of Education. Teaching/Instructional and Scholarly Work Experience The evaluator shall demonstrate teaching/instructional experience within an academic setting of a nationally or regionally accredited institution recognized by the U.S. Department of Education whereby applied research has been used as a teaching method. Baccalaureate degree required, Masters, Graduate or PhD preferred. Demonstrated scholarly work and experience in teaching research methods for emergency services curricula within nationally or regionally accredited institutions recognized by the U.S. Department of Education is preferred, but not required. Applied Research Experience The evaluator shall demonstrate experience in applied research conducted in at least one (1) academic, and one (1) professional setting listed below: Academic Settings: • The completion of applied research in academic programs and for other organizational purposes; or • The completion and publishing of scholarly works in professional journals and publications. Professional Settings: • The presentation of scholarly works at professional conferences and settings; or • The completion of research to resolve issues and problems within professional and organization settings. Demonstrated Experience in Evaluating Applied Research The evaluator shall demonstrate experience in evaluating applied research using the Publication Manual American Psychological Association (Sixth Edition). Fire/Emergency Experience Demonstrated experience within fire/emergency services or even public sector settings is preferred, but not required.
