- Pre-solicitation Notice -- Pave Walking Trail Nature Trail North Unit. The National Park Service, MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for the construction of a paved asphalt walkway in the North Unit of Theodore Roosevelt National Park, near Watford City, North Dakota. The project consists of preparing and installing approximately 2760 LF of new asphalt walkway/trail surface to allow ADA accessibility to one of the parks historic picnic and trail areas. Contractors will install a 4 foot trail with 6 inches of base course and 2.5 inches of asphalt to provide a smooth, accessible trail with reduced running grades when completed. This project is set-aside 100% for Small Business using NAICS Code 237310 with a size standard of $36.5 Million. The magnitude of this project is between $25,000 and $100,000. The National Park Service, Midwest Region (MWR), NEKOTA MABO, intends to award a firm-fixed price, construction contract in response to this solicitation. The government intends to issue Solicitation Number 140P6318R0002 and its attachments, on or about October 25, 2017. A formal solicitation will follow. The responses will be due approximately 30 days after the solicitation issue date. A Pre-bid site visit will be scheduled and announced with the solicitation. The anticipated period of performance will be approximately 60 days with work beginning in May of 2018. The final performance period may be slightly adjusted dependent on the final award process and dates. The solicitation will be available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The solicitation package, including applicable drawings, plans, etc., will be posted to FedConnect at https://www.fedconnect.net. No hardcopies or email copies will be provided. Offerors must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
