- THERE WAS AN ERROR LOADING THE QUESTIONS AND ANSWER DOCUMENT AS AN ATTACHMENT. PLEASE SEE THE QUESTIONS AND ANSWERS BELOW: FA486118QB001 QUESTIONS AND ANSWERS 1. How many back flow preventers are there in this solicitation? Are we to assume there is only 1 per building at Creech AFB? ANSWER: There are an estimated total of about 60 back flow preventers. The roles and responsibility for the Base Bioenvironmental Engineer (BE) are to assign the hazard classification to each cross-connection using the UPC criteria and AFI 32-1066. Currently, at least 90% of the back flow preventers have hazard classification already assigned so BE is only required to reevaluated 10% of the back flow preventers annually. There are 324 cross connections. 2. What are the sizes of each back flow preventer at Creech AFB? ANSWER: The sizes varies from 0.38 inch to 2 inches. 3. How many air handlers are there at the hospital? Are we to assume there is 1 per listed location? ANSWER: The number of air handlers in the hospital is not needed for this contract because Bioenvironmental Engineer is only required to perform the air flow test based on the requirement for the room being used as positive pressure, negative pressure or isolation rooms. Ventilation surveys are either performed quarterly or annually based on requirement. Design area, design height and volume of the rooms are already in current survey. See below for example of current ventilation survey requirement. What are the sizes of the air handlers (tonnage) and is there a list of models & serial numbers? ANSWER: See answer to question #3. 5. Is a site visit scheduled at the hospital? ANSWER: No. 6. What kind of services are expected? EG. Filter changes, air balance, duct cleaning, refrigerant leaks, disconnect fuses and breakers, and inspect loose or broken wires, proper operating temperatures & pressures, condition of blower, controls? ANSWER: No services are required. Bioenvironmental Engineer are only required to conduct the flow test and provide report to Facility Manager and Infection Control Officer. See question #3 answer. 7. Are repairs included in the price of the contract or are they extra to the contract? ANSWER: No repairs. See answer to question #3 and #6. 8. For technical capability, please clarify if only 1 or more of the 17 listed courses/related experience is required; or are all 17 required? ANSWER: In accordance with FAR 52.212-1 Instructions to Offerors Addenda, the contractor is only required to provide one (1) of the 17 training certificates/experience. This is the minimum requirement to be considered technically acceptable. 9. For the listed 11 hours per person, per month estimated in the RFQ, is the scope of work during those 11 hours including water sampling and travel only or does it also include the air flow testing, assessments, and any other required meetings and testing? Does the Government expect more than 1 person is necessary to complete the outlined scope of work in the allotted time? ANSWER: The scope of work during the 11hrs includes water sampling and travel. Air flow testing, assessments and meetings are additional hours. 10. Are water sample charges from TestAmerica to be included in this quote, or will those invoices from the lab go directly to the Government? ANSWER: Yes, water sample charges from Test America should be included in this quote.
