- The Federal Emergency Management Agency (FEMA) Joint Field Office St. Croix VI is conducting market research to determine the feasibility of the use of a Local Area Set-Aside in accordance with Federal Acquisition Regulations subpart 26.202-1 for armed guard services at various temporary FEMA facilities throughout the Territory of the U.S. Virgin Islands. This notice is for Department of Labor category 27102 Guard II armed security personnel. Department of Labor Service Contract Act Wage Rate Determination number 2015-5715 revision 37 (www.wdol.gov) applies. For reference purposes only, anticipated requirements are at least fifteen posts manned twenty four hours per day seven days per week. A base period of six months is anticipated with five one-month option periods. Interested vendors should complete the Interested Vendors List (IVL) and also send an email to raymond.lucas@fema.dhs.gov with the following information: Business name and DUNS number, contact name, telephone number, email address, and for which island or islands the company is interested; and a statement that the business affirms eligibility as a local business as defined by FAR 56.226-3 Disaster or Emergency Area Representation. In accordance with FAR 26.2 and FAR 52.226-4: 52.226-4 - Notice of Disaster or Emergency Area Set-Aside (Nov 2007) (a) Set-aside area the local area is considered the entire territory of the U.S. Virgin Islands. All interested vendors are encouraged to verify System for Award Management (SAM; www.sam.gov) registration is current and correct, and if not registered to register immediately..
