Description
The U.S. Department of Navy, Naval Research Laboratory Contracting Division, proposes to enter into a sole source contract with Electrical Geodesics, Inc. (EGI) for recording and analyzing data via a dense-array electroencephalogram (dEEG). The dense array method gathers brain activity data from many more electrodes than conventional EEG products (up to 256), generating significantly higher quality and more precise levels of information. The minimum required specifications for the dEEG are identified below: 1. 256 sensor channels-for the highest spatial-resolution recording of electrical activity in the brain and to enable precise targeting of neuromodulatory signals to alter brain function. 2. Neuromodulation capabilities including: direct current stimulation to alter firing rate patterns of neurons and alternating current stimulation to alter oscillatory patterns of neural firing. 3. Rapid application and removal to allow the ability to apply and prepare the sensors in under 15 minutes and the ability to use an easy clean-up saline solution for the electrical conductance. 4. Source estimation capabilities to determine as precisely as possible the source location of electrical signals to assist in precise targeting of neuromodulatory signals that include head atlas models that enables anatomical localization. 5. Data analytic software to process the results of the data for research purposes and to prepare the results so that they are presentable for research publications. 6. Psychological experiment workstation to run highly controlled experiments with human subjects that enables the integration of behavioral output with data from the EEG in under 15 minutes. 7. One-piece sensor head pieces in a variety of sizes to fit adult heads from small (roughly 54 cm) to large (roughly 60 cm) that can be applied without abrasion or other inconvenient preparations of the scalp. The contemplated contract type will be a Firm Fixed Price (FFP). This notice is not a request for proposals or competitive offers. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. The FSC is 5963 and the NAICS is 334510.
