- INSCOM RFI Reponses 11 October 2017 Solicitation No. W912DR-17-R-0017 *Responses are indicated with the letter "A" 1. Are Registered Architects with planning experience acceptable as "Planners?" A. Yes, the A-E may submit a registered Architect as their Planner. The selection board will evaluate their strengths (both professional qualifications and experience) along with the other factors in determining the most highly qualified firm. 2. Are PMPs with CM experience acceptable as "Construction Managers?" A. Yes, the A-E may submit a Project Management Professional as their Construction Manager. The selection board will evaluate their strengths (both professional qualifications and experience) along with the other factors in determining the most highly qualified firm. 3. Is there a preferred state of registration for the Surveyor and will either Registered or Professional Land Surveyor satisfy the credentialing requirement? A. The synopsis doesn't specify a preferred state of registration for the Land Surveyor and both registered and professional Land Surveyors will satisfy the credentialing requirement. The selection board will evaluate their strengths (both professional qualifications and experience) along with the other factors in determining the most highly qualified firm. 4. Is it permissible to hand-carry the proposal to the Baltimore District? A. Yes. Proposals may be hand-delivered to: 10 S. Howard Street, Room 7000 Baltimore, MD 21201 5. Please provide the delivery address for hand delivered proposals as well as the appropriate mailing address for FedEx/UPS delivery. A. Proposals may be mailed to: USACE, Baltimore District Attention: Tamara Wright 10 S. Howard Street, Room 7000 Baltimore, MD 21201 6. The solicitation lists the due date time as 9:00 AM and 12:00 PM, please clarify the correct time. A. Proposal due date and time have been extended from October 16, 2017 at 09:00 am EST to 23 October 2017 at 12:00pm EST. 7. There are 6 evaluation criteria listed in the Synopsis, but only 5 factors are outlined in the selection criteria. "5. Knowledge of Locality," is left out of selection criteria. Please clarify. A. Synopsis has been revised. 8. 4 - Submission Requirements states that "The SF330 Part 1 shall not exceed 125 pages (8.5" x 11"), including no more than 10 pages for Section H." In order to properly respond to all the criteria requested in Factors 1 - 5 and Secondary Factors 1 and 2, will the Corps consider removing the 10 page limit for Section H? A. The synopsis has been revised. There is no page limitation for section H. The total proposal submission shall not exceed 125 pages. 9. Is there guidance as to what percentages USACE is looking for regarding each of the Small Business categories? A. No, but the offeror should demonstrate their best effort to provide opportunities to Small Business for this requirement. 10. Would the USACE Baltimore consider changing this requirement by allowing some TS eligible staff at the time of our SF330 submittal, and then require active TS clearance at the time of contract award? A. No. A TS clearance is required for award. 11. Are all subs required to hold an active security clearance as well, or just the prime firm? A. The synopsis requires a Top Secret Facility Clearance for the prime and/or each prime member of a JV so the way it reads a sub is not required to have a top Secret Facility Clearance; however for the individuals on the team, the synopsis requires "a balanced work force with a significant cadre of cleared Top Secret personnel" and also includes a list of key disciplines that must possess "valid current final Top Secret Clearances". Some of the key disciplines that are required to have clearances could work for a subcontractor. 12. Is the Top Secret Facility Clearance required in order to be awarded the IDIQ contract or are firms able to obtain the Top Security Facility Clearance once awarded the IDIQ? A. A TS clearance is required for award. 13. Would an active "S" clearance be acceptable for the Cost Estimator's role or do you envision this person to be on site? A. The cost estimator must have a TS clearance. 14. Consider removing the CCE and CCC certification requirement for Cost Estimator, as they no longer exist. A. The synopsis states, "Cost engineer shall be a certified cost engineer (CCE), certified cost consultant (CCC), or have comparable certification as well as experience with cost estimating software, specifically MII. This verbiage gives firms the opportunity to submit other Cost Engineering Certificates if appropriate. 15. Please consider removing the requirement for the Building Commissioning Specialist to have a professional registration in addition to being certified by one of the following organizations: BCA, NEBB, AABC Commissioning Group ACG, or AEE. A. This requirement will not be removed. 16. Please allow the use of one 11x17 to present the organization chart. Also, may one other page be submitted as an 11" x 17" in the proposal? A. The use of 11x17 for the Organizational Chart is allowed. One additional page may be submitted as 11x17 in the proposal. 17. Please allow the use of a font less than 10pt for tables, captions and graphics. A. The use of a font less than 10pt for tables, captions, and graphics is allowed, but documents must be legible and comprehensible. 18. Please consider removing the requirement for an electronic copy of the submission to be provided via email. A. A disk or email will suffice, but an electronic copy is required. 19. Factor 1 notes that the 15 identified types of projects and/or work products are in descending order of importance from item (1) down to item (15). Just considering the 'types of projects and/or work products' as identified in the 15 items under this factor, will this specific 'Factor 1' be scored higher, if for example, a proposal has all 10 Section F projects as relevant project type (1)s - Design of new construction, since that Factor 1 is weighted as the 'highest' level of importance? Vs. say a mix of projects that are new construction (Project Type 1), designs for renovations (Project Type 2), Design-Build RFPs (Project Type 3), and Programming/Master Plan Projects (Project Type 4)? A. Firms should use their judgment in determining which projects and/or work products best meet the synopsis requirements for Factor 1. 20. Factor 2 indicates "Provide all clearance information for personnel submitted in the SF330, Section H." Is it acceptable to note clearances on individual resumes in Section E rather than creating a separate list of clearances in Section H with its stringent page limit? A. Firms should use their judgment in how to best comply with the synopsis requirements. The page requirement for section H has been removed. 21. In support of Factor 3: Past Performance, please confirm if you would like the offerors to include CPARS and/or PPQs for each of the projects proposed in section F. If so, also please confirm that we may use PPQs from previous submissions that are in appropriate format. A. The Government has access to CPARS and does not need CPARS to be provided by offerors; however firms can submit whatever information they would like the Government to consider regarding their past performance. 22. Factor 5 states "Firms may provide additional information that will demonstrate their plan for program management, team organization including an organization chart, professional registration...etc.," is there specific information to be submitted for 'professional registrations' other than the offeror just identifying which professional registration our proposed team members hold? If it is just identifying the registrations our proposed team members hold, do you prefer it be in a Table in an Introduction to Section E for this Factor 5? Or, is it acceptable to just identify the professional registrations in Section E on the resumes? A. Firms should use their judgment in how to best comply with the synopsis requirements. No additional information will be provided regarding how firms should address the synopsis requirements or format their SF330 submissions. 23. Do Tabs, Dividers, and PART II's count towards the overall 125-maximum allowable page count? A. Page count is exclusive of Tabs, Dividers, and PART II's.
