History: Provisioning buy - Sep 2004. 10. Description: 12.00 inches long X 10.00 inches wide X 10.00 inches high, weighing 14.00 lbs., composed of aluminum and steel, this hot air bypass valve is T shaped having two inlet parts and one discharge part. This valve functions as a mixing valve to mix hot and cold air for the aircraft cabin. Applicable to the KC-135 airframe. Qty - 1 each Delivery281 Days ARO. Destination: FMS Country 11. Qualified Sources: Honeywell International (CAGE: 70210) 12. Mandatory Language: Electronic procedures will be used for this solicitation. Only written or faxed request received directly from the requestors are acceptable. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 734-8241. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. 13. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. 14.Part 12 procedures will not be used. 15. Gov't Qualification Requirements do NOT exist. The solicitation will be available for download on the release date from www.fedbizopps.gov. No telephone requests. This requirement is not expected to exceed the Simplified Acquisition Threshold. The solicitation will be available for review on the Federal Business Opportunities website (www.fbo.gov). Potential offerors are encouraged to submit offers via email to the address listed on the solicitation. Therefore IAW with FAR part 5.202(a)(13), exception: (i) Is for an amount not expected to exceed the simplified acquisition threshold (ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE. (iii) Permits the public to respond to the solicitation electronically. Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized. Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Federal Business Opportunities (FedBizOps), and the offerors will be able to respond electronically.
