- Sources Sought Document THIS IS A SOURCES SOUGHT; BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This SOURCES SOUGHT is issued solely for informational, market research, and planning purposes only and does not commit the Government to any further contract actions, i.e., solicitation and/ or contract. Respondents are advised that the United States Government (FHWA) will not pay for any information or administrative cost incurred in responding to this SOURCES SOUGHT. Not responding to this SOURCES SOUGHT does not preclude participation in any future RFP that may be issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. The U.S. Department of Transportation / Federal Highway Administration is conducting market research to determine if there are any Small Business concerns capable of performing "Technical Support Services for the Highway Driving Simulator to Conduct Human Factors Research." Background The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Office of Safety Research and Development (HRDS) uses the Highway Driving Simulator (HDS) to conduct human factors research and to provide critical human factors support on special projects. The HDS is a fully interactive human factors research simulator. The human factors research program includes two major areas of research: highway safety and operations. The resulting research will provide knowledge, recommendations, assessment, assistance and coordination for overall highway safety and operations design, planning, projects, policies, programs, and technology for federal, state, and local governments.
