Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Firm Fixed Price contract using other than full and open competition procedures in accoradance with FAR 6.302-1. Negotiations will be conducted with SPIRENT Federal Systems located at 1402 West State Road, Pleasant Grove, UT 84062. The Government anticipates contract award in November of 2017. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotation. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. The proposed contract action is for the consolidation of SPIRENT Global Position System (GPS) simulators to be integrated with SPIRENT GPS CSS 8000 simulators to perform parameter testing cycles for jamming effectivity and systems interoperability effects in a lab environment. The requirement intends to add 12 channels of BeiDou B1 & 12 channels of BeiDou B2 to an existing CSS 8000-12ch-BeiDouB11/B2-UG Simulator on a full and open competition basis. To be eligible for an award, prospective contractors must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. The solicitation will be issued on 27 October 2017 and will be available through the Federal Business Opportunity website at https://www.fedbizopps.gov. The estimated award date is 27 November 2017. All responses/requests shall be submitted in writing to email: markus.depina1@navy.mil. This notice is NOT a request for competitive proposals.
