- W91B4N-ZBV Support Services RFI Questions Questions from vendors: TQ1. We would like to see what information or passes would be needed to service the ZBVs on an ANP site, i.e. passes, any safety training needed, etc. Additionally, we would like clarification on what security would be provided to the Field Service Engineer while they were servicing the systems. A: Specific details for pass requirements will be provided by the ANP unit commander upon contract award. This information will be passed to the bidder via the COR. In most instances, a letter/memo will be requested to gain access to the ANP facilities. The government will facilitate the requirements with the ANP Commander. Access to Coalition facilities will include a Letter of Authorization done through our contracting office, passport, basic medical screening, and biometrics testing done on the installation for non-US citizens. More specific requirements will be provided in the solicitation. There will be no additional RS security provided to the Field Service Engineer. The FSE will get inherent security from the ANP, both that the permanent site for housing the ZBVs (Unit HQ) and if something must be done on site at a checkpoint. Any additional security desired above that provided by the ANP is the responsibility of the contractor. Additionally, executing some basic services (daily, weekly, monthly) is anticipated to be done at the checkpoint where the ZBV is operated. TQ2. A clarification of the security provisions given to the Field Service Engineers would be appreciated, along with whether any housing is provided at a secure facility within Kabul. We would also like a provision to fully inspect the current condition of the systems to see what initial repairs would need to be done before they are placed onto any service agreement so that we can quote those separately or include them in the price of the agreement, or would the current service provider be getting the systems back into an acceptable shape prior to placing under a service agreement. A: All housing, life support, transportation is the responsibility of the contractor. It is not anticipated that the ANP will have housing available on their compound. Appreciate the question on the vehicle condition. The contractor is expected to maintain all vehicles at a full mission capability. In light of the fact that some of the vehicles that will be assigned to this contract may not be at a fully mission capable status at contract award, the contract will include a provision that will allow the contractor to separately identify "overhaul" costs from standard O&M costs. At the time of contract award, each vehicle supported by this contract will be identified by its tail number or VIN and will be categorized as either fully mission capable or partially mission capable. The two vehicles that will be assigned to the contract at the time of contract award will be partially mission capable; it is anticipated that some additional work will be required before they are ready to put on the streets of Kabul. Contractors will be provided the opportunity to inspect the vehicles to assess their current conditions.
